PM emphasizes determination to build e-Government

VGP – Prime Minister Nguyen Xuan Phuc stressed the determination to develop e-Government while chairing a video conference between the National Committee on e-Government and steering committees for e-Government building in ministries, branches and localities on July 23.

In his opening remarks, the PM, who is the chairman of the National Committee, said e-Government development is a new, difficult task that needs regular reviews to draw experience.

On March 7, 2019, the Government issued Resolution No. 17/NQ-CP on a number of key tasks and solutions for e-Government development in the 2019-2020 period, orientation to 2025, with 83 specific tasks having been assigned to ministries, branches and agencies. Thus far, almost all ministries, branches and agencies have already issued plans to implement Resolution No. 17, and have achieved some initial results.

Regarding orientations for the remaining months of 2019, PM Phuc urged focus on facilitating interconnection in the sending and receip of e-documents in line with the PM’s Decision No. 28, in addition to building information systems in service of direction work, national database, and public service portals and one-stop-shop information systems at the ministry and provincial levels. Also, he requested the provision of level-3 and level-4 online public services according to the list issued by the PM.

In his report at the conference, Minister-Chairman of the Government Office Mai Tien Dung, who serves as the General Secretary of the National Committee, said that a number of significant systems have been operated in the implementation of e-Government thus far.

The Ministry of Information and Communications has collaborated with the Government Office, some ministries, branches, localities, information technology (IT) businesses, and domestic and international experts to study and draft the Viet Nam e-Government Architecture Framework (version 2.0), on which comments from ministries, branches and localities are being collected.

The Ministry of Public Security has worked with the Ministry of Justice to grant about 1.9 million personal identity numbers to children when registering birth in 43 cities and provinces nationwide, and over 12 million citizen identity cards in 16 cities and provinces. The ministry is now building softwares in service of connecting the system of citizen identity cards with the national database system on population.

In addition, projects on national geospatial, natural resources and the environment are being developed and are expected to be submitted to the PM for approval in November 2019, Dung said.
