on some key tasks, solutions to develop e-Government
in the period of 2019 - 2020, towards 2025

 THE GOVERNMENT

Pursuant to the Law on Organization of the Government dated 19 June, 2015;

To implement the Resolution No. 26/NQ-CP dated 15 April, 2015 of the Government promugating the Action Agenda of the Government implementing the Resolution No.36-NQ/TW dated 01 July, 2014 of the Poliburo on promoting the application, development of information technology to meet with the requirements of sustainable development and international integration;

At the proposal of the Minister-Chairman of the Office of Government,

DECIDES:

I. CONTEXT ASSESSMENT

            Over the past years, the Party and Government have always paid heed to promoting the application of information technology (IT), developing e-Government in the activities of state agencies to better serve people and businesses. On that basis, ministries, sectors and localities have made great efforts and achieved initial results in implementing e-Government development, such as: promulgating under authority, submitting to competent authorities for promulgation of regulations and guidelines to improve the legal framework and promote e-Government development; building and putting into operation the National Database of Business Registration, step by step building the National Database of: Insurance, Land, Population; providing some essential online public services for businesses and people such as: business registration, tax declaration, tax payment, customs and social insurance…; a number of ministries and sectors have handled work online; In some localities, the electronic Single Window system has been put into operation, improving the transparency and accountability of civil servants; the quality of Viet Nam's human resource in the IT sector has also been improved. According to the United Nations e-Government Survey, in 2016, Viet Nam's e-Government Development Index (EGDI) ranked 89 out of 192 countries, up 10 places, of which the sub-index of online public services (OSI) increased by 8 ranks, to rank 74/193 countries (compared to 2014); In 2018, Viet Nam's EGDI ranked 88 out of 183 countries, up 1 place, of which the OSI rose 15 places, to rank 59/193 countries (compared to 2016).

            In addition, many contents of e-Government development have not been achieved as expected, the results are still of limited level such as: the Viet Nam's EGDI is still low, below the ASEAN average, the telecommmunication infrastructure index (TII) fell by 10 places, to rank 100 out of 193 countries (compared to 2016); In particular, there is a lack of a synchronous legal framework for e-Government development; the construction of national databases and fundamental IT infrastructure for e-Government development is slow; information security and safety is low; there has not yet been data connection and sharing between information systems; the mechanism for investment and IT service rent still meets with many difficulties; the application of IT has not been effective, the settlement of administrative procedures (AP) and the processing of work dossiers depends heavily on paperwork, in manual manner; the rate of using online public services is still very low.

            The main cause of the above-mentioned facts is the lack of leadership role in directing the implementation; the mechanism to ensure the implementation of the tasks of e-Government development is not strong enough, governmental levels and sectors have not clearly defined the roadmap and specific objectives of implementation; there is a lack of a synchronous legal framework for e-Government development; lack of financial and investment mechanisms in line with particular nature of IT projects; lack of specific regulations on identification and authentication of individuals and organizations in electronic transactions; lack of legal provisions on electronic archives; the data integration and sharing platform among the information systems of the state administrative agencies has been implemented slowly; Disconnection and self-management of information and data is still common, leading to duplication and inconsistency of information; ensuring safety and security for information systems of state agencies has not been given due attention; many ministries, sectors and localities also underestimate the application of IT in management and administration; implementation is still in formal manner, the habits of paper-based work have not been removed; there is a lack of close linkage between IT application and administrative reform and reform of working methods; communication and maximum mobilization of social resources in the e-Government development has not received sufficient attention...

            The formulation and issuance of the Resolution of the Government on some key tasks and solutions for e-Government development in the period of 2019-2020, towards 2025 is an urgent requirement in order to inherit and bring into full play the achievements and overcome the above limitations and shortcomings, meeting with the future objectives figured out by the Government and the Prime Minister, step by step realizing the determination to build up an enabling Government integrity and action to better the people and businesses, especially in the context of the 4th Industrial Revolution,

II. DIRECTIVE STANDPOINTS

To build and develop e-Government, towards digital Government, digital economy and digital society, from now on, thefollowing guiding viewpoints should be strictly followed:

1. Inheriting, developing programs of IT application and  e-Government development under the direction of the Politburo, the Government and the Prime Minister in accordance with the current domestic context and the global development trend.

2. Promoting the role and responsibility of each Government member, Head of state administrative agencies, Members of the e-Government National Committee, focusing on directing the successful development of the Vietnamese e-Government. The e-Government National Committee shall not do the tasks assigned for ministries, sectors and localities. Ministers, Heads of ministerial-level agencies, Government-attached agencies and Chairmen of provincial People's Committees shall act as the focal points to direct and be responsible for organizing the implementation of e-Government development in their ministries, sectors and localities, ensuring efficiency, progress and quality as required.

3. Shifting nature of public service delivery to towards people/businesses-centered manner, in which satisfaction of individuals and organizations is the most important measurement of e-Government development; ensuring close cohesion between IT application with reform of administration and working methods, determining IT application as an effective tool to leverage administrative reform.

4. Based on the overall enterprise architecture (EA), data shall be integrated and shared among information systems and databases in order tocreate fundamental services accessible by the entire system from central to local level; complying with Viet Nam e-Government Enterprise Architecture Framework (EAF), ministries' e-Government EA, provinces' e-Government EA, measuring and assessing the quality and efficiency of the implementation of the aforesaid EAs.

5. Ensuring information safety and security, national security, protecting personal and organizational information; not disclosing information under state secrets. Foreign agencies and organizations can provide financial support and technical assistance to Viet Nam in e-Government development, Viet Nam masters technology, software source code, database.

6. Mobilizing, effectively using all resources and attaching importance to communication, raising public awareness of e-Government development. Ensuring annual funding source of state budget spent for the application of IT and e-government development.

III. OBJECTIVES AND SPECIFIC INDICATORS

1. Objectives

The objectives include completing the e-Government platform to improve the effectiveness and efficiency of the state administrative apparatus and the quality of serving people and businesses; to developing e-Government based on data and open data towards digital Government, digital economy and digital society; to ensure information security and network security; increasing ranking of Viet Nam in the UN EGDI by 10 to 15 steps by 2020, making Viet Nam one of in the 4 leading ASEAN countries in terms of the UN EGDI ranking by 2025.

2. Specific indicators

a) In the period of 2019 - 2020

- Issue legal documents related to the data creation, management and sharing, protection of personal information, electronic identification, electronic archiving; complete the legal framework for investment in IT application in order to enhance the rent of IT services by state agencies.

- Expeditiously build and develop the National e-Document Exchange Platform powered by advanced technology as a foundation for integrating and sharing data between information systems, databases ..., at the first phase sending and receiving electronic documents according to the roadmap stipulated in Decision No.28/2018/QD-TTg dated July 12, 2018 of the Prime Minister on sending and receiving e-documents among agencies in the administrative system itself; for integrating and sharing National databases on Population and Insurance; continue to improve the National Database on Business Registration.

- Improve the capacity and quality of services of the specialized data transmission network of the Party and State agencies, considering it as the basic transmission infrastructure in connecting e-Government information systems and data sharing and connection.

- 20% of the number of people and businesses participating in the e-government information system are electronically authenticated in a smooth and integrated manner across all governmental information systems from central to local levels.

- Handle online at least 20% of total administrative procedure dossiers of each ministry, sector and locality; integrate 30% of public services with the National Public Service Portal (e-Service Portal); 100% of administrative procedure dossiers are handled through the internal Single Window information system.

- At least 30% of online public services are implemented at level 4; 50% of Public Service Portals of ministries and provinces provide interfaces for mobile devices; 100% of public services are ineractive with users (being able to answer questions by people and businesses); 50% of state agencies publicize the satisfaction level of people using online public services; 100% of electronic portals of ministries, sectors and localities publish full information in accordance with the Decree No.43/2011/ND-CP dated June 13, 2011; 20% of online public services use digital signatures on mobile platforms to implement administrative proceduress; 50% of online public services are handled using electronic records; 20% of people's information is automatically entered into the online form; 50% of online public services use data from the National Database of Business Registration.

- 100% of software for document management and administration of ministries, sectors and localities are connected and exchanged through the National e-Document Exchange Platform to serve the sending and receiving of electronic documents; 90% of documents exchanged between state agencies (except for confidential documents as prescribed by law) are in electronic form; at least 80% of the work files at the ministerial, provincial level, 60% of the work files at the district level and 30% of the work files at the commune level are handled online (excluding handling dossiers that include confidential content).

- At least 30% of periodic reports (excluding confidential content) are sent and received via the National Reporting Information System.

- Shorten meeting time by 30% - 50%, minimize the use of paper documents through the Information System for meetings and work handling, electronic offices (e-Cabinet).

- 100% of state agencies from central to district level connect to specialized data transmission networks of the Party and State agencies.

- Continue to improve the EGDI, including three component index groups for online public services (OSI), telecommunications infrastructure (TII) and human capital (HCI); striving to increase Viet Nam’s e-Government rankings by 10 to 15 steps, among the top 5 countries in ASEAN in the UN EGDI by the end of 2020.

b) In the period of 2021 - 2025

- Continue to develop e-Government fundamental systems, study and develop solutions to connect with information systems of ASEAN countries as well as some countries in the world according to regulations, international practices; complete the implementation of the National Databases of Finance, Land and integrate and share data with information systems and databases of ministries, sectors and localities.

- 100% of the Public Service Portals, electronic Single Window information system of ministries and provinces can connect and share data with the National e-Service Portal; 100% of popular level 3, 4 online public services, involving many people, businesses are integrated into the National e-Service Portal; 100% transactions on the National e-Service Portal, the Public Service Portals and the electronic Single Window information system of provinces and ministries are authenticated.

- 40% of the number of people and businesses participating in the e-Government system is authenticated and unified electronically on all governmental information systems from central to local levels.

- Increase proportion of dossiers handled online at level 3, 4 to 50% or more; 80% of administrative procedures meet the requirements of deploying online public services at level 3 and 4; integrate 50% of level 3, 4 online public services of ministries, sectors and localities with the National e-Service Portal; at least 90% of people and businesses are satisfied with the handling of administrative procedures.

- 60% of information systems of ministries, sectors and localities related to people and enterprises that have been put into operation are connected and exchanged through data integration and sharing platform; Information on people and businesses that have been digitized and stored in national databases does not have to be re-provided.

- 90% of the work files at the ministerial and provincial level, 80% of the work files at the district level and 60% of the work files at the commune level are handled online (not including the files on handling confidential-content work)

- 80% of periodic reports (excluding confidential contents) of state administrative agencies are updated and shared on the National Information Reporting System..

- Replicate the e-Cabinet system to provincial and district People's Committees; by the end of 2025, strive for 100% provincial level and 80% district level holding meetings through the platform.

- Continue to improve the UN EGDI, including three component index groups for online public services (OSI), telecommunications infrastructure (TII) and human capital (HCI); striving by 2025, Viet Nam ranks among the top 4 countries in ASEAN in the UN EGDI.

IV. KEY TASKS AND SOLUTION

1. Building and improving the institution to create a holistic legal basis for e-Government development

a) Develop a Decree to replace Decree No.102/2009/ND-CP dated November 6, 2009 on management of investment in IT application using State budget, Decision No.80/2014/QD-TTg datedDecember 30, 2014 of the Prime Minister providing for pilot oursourcing of IT services in state agencies, completed in March 2019.

Make guidelines on methods of determining the cost of hiring IT services, forms of IT lease contracts and documents guiding the determination of labor unit prices in managing investment costs for IT, in accordance with the IT sector’s realities, completed in July 2019.

b) Develop a decree on data management, connection, sharing, and related guiding documents, completed in September 2019.

c) Develop a decree on e-identification and e-authentication for individuals, organizations, guiding documents, completed in September 2019.

d) Develop a decree on protection of personal and organization's data, guiding documents, completed in September 2019.

dd) Develop a Decree to replace the Government's Decree No.110/2004/ND-CP of April 8, 2004 on archiving work and legal documents on electrical data storage, management and exploitation, completed in September 2019.

e) Develop a decree regulating the National Database on Insurance, documents on technical standards, technical regulations, data structures for connecting and sharing information with information systems, databases of ministries, sectors and localities, completed in October 2019.

g) Develop a Decree to amend and supplement Decree No.138/2016/ND-CP daed October 1, 2016 on promulgating the working regulations of the Government in accordance with working methods, commanding and operating through the online network environment, completed in October 2019.

h) Develop a decree on online administrative procedure handling, completed in December 2019.

i) Develop the Scheme of National Public Service Portal (e-Service Portal), completed in March 2019.

k) Develop a Scheme on Information System for Government meetings and work handling (eCabinet), completed in March 2019

l) Develop a Scheme on solutions to connect, share data and restructure IT infrastructure at ministries, sectors and localities, completed in March 2019.

m) Build a Scheme on the Policy Consultation System (e-Consultation), completed in March 2019.

n) Develop a Schemed on database on cadres, civil servants and public employees , completed in April 2019.

o) Develop a Scheme to implement electronic archiving tasks of state agencies, completed in May 2019.

p) Develop a Scheme to implement system for protecting encrypted information under State secret, meeting with the requirements of e-Government development, completed in July 2019.

q) Develop a Scheme to ensure network security in the development of e-Government, completed in August 2019.

r) Develop documents on detailed implementation of the Law on Cyber Security according to the plan approved by the Prime Minister.

s) Mull over and propose to the Prime Minister a plan to promote the issuance of digital credentials to people and enterprises in the direction of reducing the granting cost and maintaining digital credential activities to encourage use of digital credentials in electronic transactions, completed in June 2019.

t) Study and submit to the Prime Minister for promulgation of regulations on the use of equipment, machinery, products for e-Government information systems to ensure information safety, completed in June 2019.

u) Study and propose to the Government and the Prime Minister to promulgate regulations on the use of copyrighted software (operating systems, text editing software ...) when purchasing computers and percentages of funding for regular software updates, assuring information security for invested information systems, completed in August 2019.

v) Research and build the electronic identifier set of agencies and organizations in accordance with international standards for data connection and sharing of all information systems, databases, completed in June 2019.

x) Study and propose amendments to the Law on Public Investment to remove difficulties and problems in the use of public investment capital in the formulation and implementation of Projects/systems and IT application activities in the form of hiring service, completed in 2019

y) Study and propose the development of Law on e-Government, decrees and guiding documents to provide the legal framework for e-Government development based on open data, applying advanced technologies such as artificial intelligence (AI), block chain (Blockchain), Internet of Things (IoT), big data (Big Data), open application programming interface (Open API) ... in the period of 2021 - 2025.

2. Building the technological foundation for e-Government development in line with global trend of e-Government development

a) Complete the update of Viet Nam e-Government EAF (version 2.0), which also includes reference models of shared information systems and national databases mentioned in this Resolution, submited to the Prime Minister for promulgation in May 2019.

The Ministry of Information and Communications (MIC) develops the Viet Nam e-Government Enterprise Architecture for the period of 2019 - 2025, publicizes and annualy updates on the MIC's Portal by consolidating and intergrating ministries and provinces' e-Government Enterprise Architecture, architecture of shared information system/platform and national databases, ensuring the alignment with the context of the 4.0 industrial revolution and global trend of e-government development.

b) Complete the development and updating of the e-Government Enterprise Architecture of ministries and provinces in line with the Viet Nam e-Government EAF (version 2.0) in September 2019 and regularly update, issue the updated versions in accordance with the updated version of Viet Nam e-Government EAF; implement the application of ministries' and provinces' e-Government Enterprise Architecture which has been issued during the process of developing e-Government at ministries, sectors and localities.

c) Develop the National e-Document Exchange Platform using the world's advanced technology to serve as the platform to integrate and share data between information systems and databases ... and as the platform of national data integration and sharing, put the Platform into operation in 2019; continue to develop and complete in the period of 2020 - 2025.

The platform of data integrating and sharing will utilize, inherit the result of implementing the national platform of connecting and interlinking information systems at central and local levels (NGSP) which has been developed by the MIC provided that the platform meets with technical and technological requirements.

d) Develop and implement the National Database on Population, share and exploit data with the National e-Service Portal system and other information systems, put into official operation from 2020, continue development and improvement in the period 2021 - 2025.

dd) Complete the National Database on Business Registration, data sharing with the National e-Service Portal, information systems and databases of ministries, sectors and localities, completed in 2019

e) Complete the construction of important specialized databases of tax, customs, and treasury sectors, completed in 2019; complete the development of the National Database of Finance, data sharing with the information systems, databases of ministries, sectors and localities, put into official use in 2022, continue to develop and complete by 2025; connecting the National Single Window with the National e-Service Portal in the period of 2019-2020.

g) Develop a National Database on Insurance to connect and share data with information systems, databases of ministries, sectors and localities, with priority given to sharing data in the sectors of health, tax, labour, war invalids and social affairs, completed in October 2019.

h) Develop a national database on social security to connect and share data with information systems and databases of ministries, sectors and localities in the period of 2019-2020, continue to develop and complete in the period of 2021 - 2025.

i) Continue to implement the National Land Database to connect and share data with the National e-Service Portal, information systems and databases of ministries, sectors and localities in the period of 2019 - 2020, continue to develop and complete in the period of 2021 - 2025.

k) Continue to build and complete the database of natural resources and environment to connect and exchange with information systems and databases of ministries, sectors and localities in the period of 2019-2020, continue to develop and complete in the period 2021 - 2025.

l) Build the national geospatial database to provide essential data infrastructure for the operation and development of e-Government, online public services, smart city development, in the period 2019 - 2020, continue to improve in the period 2021 - 2025.

m) Upgrade the database of means of transport to support policy planning, urban planning, in the period of 2019-2020, continue to improve and develop in the period of 2021-2025.

n) Develop and implement the National System of Planning Information and Database in the period of 2019-2020, continue to develop and complete in the period of 2021 - 2025.

o) Develop and implement the National System of Investment Project information and database in the period of 2019-2020, continue to develop and complete in the period of 2021 - 2025. Continue to implement and complete current information systems and databases on public investment and investment monitoring and evaluation.

p) Upgrade the national bidding platform (e-Procurement) to carry out online bidding and procurement of public assets, unified management of bidding information and databases nationwide, complete and put into operation the entire system in 2019, continue to develop, complete in the period of 2020 - 2022.

q) Develop National Officer Database, complete and put into operation nationwide in June 2020, continue to develop and complete in the period of 2021-2025

r) Build a nationwide database of electronic civil status, connect and share the information in the database with the National Database on Population and other specialized databases, implement in the period of 2019-2020, continue to develop and complete in the period of 2021 - 2025.

s) Build and complete specialized databases, connect and exchange information with the electronic single window information system, public service portals of ministries and provinces, the National e-Service Portal to serve citizen and businesses, implement in the period of 2019-2020, continue to develop and complete in the period of 2021-2025.

t) Restructure IT infrastructure of ministries, sectors and localities in the direction of combining centralized model and distributed model based on cloud computing technology, optimize IT infrastructure by area (to hire services of leading suppliers in Viet Nam) in order to effectively exploit and use existing infrastructure, while enhancing security, backup, disaster prevention, security, ensuring stable operation, information security, cyber security of information systems, databases.

u) Improve the capacity and quality of services and upscale the connection of specialized data transmission networks of the Party and State agencies to the networks of agencies: National Assembly, Viet Nam Fatherland Front, political - social organizations, state corporations, corporations. Review and expand, connect the network to commune level and objects as required, in accordance with the scope and nature of the application of e-Government requirements, ensuring technical requirements, connection, information security, implement in the period of 2019-2020, continue to develop and improve the quality of service provision in the period 2021 - 2025.

v) Develop the Command and Operation Center of the Government, the Prime Minister, implement in the period of 2019-2020, continue to develop and complete in the period 2021-2025.

x) Implement solutions to improve the ranking of TII sub-index in the UN EGDI.

y) Study and propose solutions to support telecommunications enterprises to build and improve the capacity of Viet Nam's telecommunications network, serving as a foundation for developing digital ecosystems and responding to new services; improve service quality, especially internet speed, effectively use 4G, 5G mobile network band, expand 4G and 5G mobile coverage; improve broadband fixed network speed; Adjust policy of localization incentive to support the production of domestic products such as network equipment, smart terminal equipment with cost suitable to Vietnamese conditions in order to increase the rate of users and accessibility of smart devices, complete in August 2019.

3. Building and developing e-Government in the manner of ensuring a close link between IT application and administrative reform, reform of working methods to serve people and businesses, implement national digital transformation towards digital Government, digital economy and digital society.

a) Build an information system which serve the meetings and handling the Government's affairs (e-Cabinet), serving the direction and administration of the Government and the Prime Minister, towards serving the direction and administration of the provincial People's Committee leaders to shorten meeting time, reduce administrative documents and improve the effectiveness and efficiency of direction and administration of heads of state administrative agencies, put into operation in 2019, continue to develop and complete in the period of 2021 - 2025

Implement the replication of the e-Cabinet at the provincial and district People's Councils and Committees, put into operation at provinces in 2020, continue to develop and complete in the period of 2021 - 2025.

b) Develop the eConsultation system for consultation on policies and legal documents to shorten the time of handling, reduce meetings, reduce administrative documents, publicize the process of collecting and responding to opinions, improve the quality of developing legal normative documents, special documents and accountability of drafting agencies, put into operation in December 2019, continue to develop and complete in the period of 2020 - 2025.

c) Implement the Plan for implementing Decree No.61/2018/ND-CP of April 23, 2018 on the implementation of the one-stop shop mechanism, interlink one-stop-shop mechanism for AP handling (promulgated together with according to the Decision No.985/QD-TTg of August 8, 2018 of the Prime Minister).

Build the National e-Service Portal to connect, integrate and share data with the Public Service Portal, electronic single window information systems of ministries, provinces, national databases, specialized databases, put into operation in November 2019 and continue to develop and complete in the period 2020 - 2025.

Build and complete the Public Service Portals, electronic single window information systems at ministries and provinces, organize to connect, integrate and share data with the National e-Service Portal via the single sign-on mechanism from the National e-Service Portal, complete in the period of 2019-2020 and continue to develop, complete in the period 2021 - 2025.

d) Complete the information system to receive, respond to feedback and suggestions of people and enterprises, ensuring an unique address on the Internet, integrating with information systems of ministries, sectors, localities, ensuring that all opinions of people and businesses are sent and received completely online, put into operation in November 2019, continue to develop and complete in the period of 2020 - 2025.

dd) Develop the National Information Reporting System on the basis of connecting the Information Reporting System of the Government and the Information Reporting Systems of ministries, sectors and localities, set up a Command and Operation Center of the Government, the Prime Minister located in the Government Office, put into operation in the period of 2019-2020, continue to develop and complete in the period of 2021-2025.

e) Connect the network of drug suppliers to strengthen drug management and control by management agencies, drug suppliers and health care service providers, implemente in the period of 2019-2020, continue to develop and complete in the period of 2021 - 2025.

Develop and implement electronic health records management for each citizen, connect, integrate and share data with information systems and databases in the period of 2019-2020, continue to develop and complete in the period of 2021 - 2025.

g) Study, propose, develop and implement the digital State Budget and Accounting Information System in the period of 2019-2020; implement and develop in the period of 2021 - 2025.

h) Organize the standardization of structure, systematization of identifiers, implementation of data digitalization and provision of digitalized data lists as regulated for integration and sharing among information systems of state agencies, ensuring that data is collected one time only.

i) Organize the implementation of data opening, providing open data of the Government, integrating with the digitalized Vietnamese Knowledge System in the period of 2019-2020, continue to implement in the period of 2021-2025.

4. Building an e-Government which ensures close linkages with cyber security, information security, national security, and protection of personal information

a) Develop technical systems to ensure information security for e-Government development, including: Viet Nam Internet attack handling system; information sharing system of network attacks, threats, network information security risks; information security inspection system; monitoring and warning system for network security risks; Supporting system for coordination and rescue of network information security incidents, complete in the period of 2019-2020.

b) Implement a solution of interlinking the Public Digital Signature Authentication System and the Government's Specialized Digital Signature Authentication System, complete in May 2019.

c) Carry out digital signature authentication services for information systems and mobile devices to facilitate the use of people, businesses, public servants, officials and state agencies in the period of 2019-2020, complete in the period of 2021 - 2025.

d) Continue to develop and expand the technical infrastructure of the Government's Specialized electronic authentication system, responding to the requirement of providing, managing and using the Government specialized digital signature in state agencies, serving E-government development, implement in the period of 2019-2020, complete in the period of 2021-2025.

dd) Guide the work of ensuring information security for foundational systems and systems that serve for e-Government development; speeding up the implementation of information security activities in accordance with the Government's Decree No.85/2016/ND-CP of July 1, 2016.

5. Ensuring the resources for implementing e-Government development

a) Mobilize priority resources for e-Government development in the form of hiring package IT services provided  by IT enterprises and using State budget according with current regulations, not using ODA loans which are attached with conditions to implement e-Government development.

b) Mull over and propose solutions to mobilize resources (enterprises invest, Government hires services; public-private partnerships (PPP), non-business expenses ...) to implement e-Government projects, report to the Prime Minister for consideration and decision, complete in June 2019.

c) Mull over and submit to the Government for the partial use of funds from the Viet Nam Public Telecommunication Service Fund for e-Government development, complete in June 2019.

d) Continue to implement solutions to improve the Human Capital Index in the UN EGDI, working closely with relevant international organizations to provide data sufficiently and in a timely manner.

dd) Continue to implement the Program of scientific research, developing technology, integrated solutions, applications and IT products for e-Government development towards the digital economy and digital society based on open data, applying new technologies such as artificial intelligence (AI), block chain (Blockchain), Internet of Things (IoT), big data (Big Data), open application programming interface (Open API) ... in the period of 2019-2020, oriented to 2025.

e) Put focus on building programs, organizing trainings for officials, public servants and employees involving in e-Government program, exploiting and using information systems, working on the online environment, using online public services at level 3 and 4 (for people and businesses).

g) Research and develop incentive policy and mechanism to attract human resources to e-Government development in the state agencies.

h) Study and develop mechanisms and policies to encourage enterprises to invest in IT infrastructure to facilitate e-Government development.

i) Enhance the participation of public postal service providers in the implementation of e-Government; in supporting individuals and organizations, especially those at communes that implement online public services at level 3 and 4.

k) Actively implement communication programs to raise awareness, change behavior, create consensus among people and businesses on e-Government development.

l) Study and implement international cooperation, learn experiences on e-Government development of high ranking countries on UN EGDI, ensuring the compliance with law and focusedness in accordance with the strengths of partners, avoiding dependence in one single partner, especially in information security, network security, ensuring no disclosure of information, State secrets, being owner of technology and system source code.

6. Establish enforcement mechanism

a) The E-Government National Committee is headed by the Prime Minister, who is the Chairman of the Committee, directly directing development of e-Government.

The Task Force assisting the Chairman of the e-Government National Committee acts as the agency to ensure the implementation of this Resolution.

The Office of Government is the standing agency of the Task Force. The Office of Government and the Ministry of Information and Communications are important nuclei in e-Government development, only performing the assigned functions and tasks, not the tasks of ministries, branches and localities.

b) The e-Government Steering Committee, on the basis of strengthening the IT Steering Committee in ministries, ministerial-level agencies, agencies under the Government and People's Committee of provinces, provincial-level cities, is headed by ministers, heads of ministerial-level agencies and chairmen of People's Committees of provinces and centrally-run cities, who directly direct e-Government development at the ministries, sectors and localities they manage.

The Head of the Steering Committees is assisted by a Task Force of each ministry/agency/province. The Task Force acts as a body to ensure the e-Government development at ministries, sectors and localities. The Provincial Department of Information and Communications and the Office of the provincial People's Committee are two nuclei to build e-Government at provinces to ensure a close link between the IT application and AP reform at province.

c) To study and set up a set of KPIs to help measure and evaluate effectiveness and quality of e-Government implementation; build up a mechanism of monitoring, evaluating and supervising the accountability, decision-making and timely handling problems related to institutions, financial resources, technological solutions and human resource to ensure efficiency of performance of the objective of e-Government development in the period of 2019-2020, oriented to 2025.

V. ORGANIZING THE IMPLEMENTATION

1. The Office of Government

a) To lead and coordinate with ministries, agencies and localities in performing specific tasks and solutions at Points g, h, i, k, l and m, Section 1, Part IV; Points c and v Section 2 Part IV; points a (for the task of developing e-Cabinet), b, c (for the construction of the National Public Service Portal - eServives), d, dd (for construction of the Information Reporting System of the Government, Command and Operation Center of the Government, the Prime Minister) and i Section 3, Part IV of the Resolution.

b) To lead and coordinate with the Task Force responsible for assisting the Chairman of the e-Government National Committee in performing tasks and solutions at Point c, Section 6, Part IV of the Resolution.

c) To lead and coordinate with the Ministry of Finance in elaborating cost estimates and regimes for fostering staff of Task Force assisting the Committee's Chairman and regime of paying for national and international experts; ensuring sufficient funding for operating and working conditions for members and experts of the Task Force.

2. Ministry of Information and Communications

a) To lead and coordinate with ministries, agencies and localities in performing tasks and solutions at Points a, b, c, v and y, Section 1, Part IV; points a, u, x and y Section 2 Part IV; Points a, b and c (for solutions to serve people and enterprises) and point dd Section 4, Part IV; Points c and h, Section 5, Part IV of the Resolution.

b) To lead and coordinate with the Ministry of Public Security and the Ministry of National Defense, the Government’s Cipher Committee and relevant agencies to implement tasks and solutions at points s, t, u Section 1 Part IV of the Resolution.

c) To lead and coordinate with the Office of Government, Ministry of Public Security and relevant agencies to implement the work of ensuring network information safety and security in the process of implementing the tasks in the Resolution in accordance with the law; organize service hire, assign tasks to Vietnamese organizations and enterprises to perform information security monitoring and penetration testing for information systems/platforms serving e-Government; periodically organize trainings to ensure information security for e-Government.

d) To lead and coordinate with the Ministry of Science and Technology, relevant agencies to formulate and promulgate technical standards and technical regulations on e-Government development according to laws.

dd) To guide and inspect ministries, agencies and localities in formulating and implementing e-Government enterprise architectures; Provide guidance, supervise and inspect ministries and sectors to build national databases, putting priority to the integration and sharing of data among information systems and databases.

e) To direct and create favorable conditions for Viet Nam Post Corporation (VNPOST) to participate in building e-Government according to their assigned functions and tasks

3. Ministry of Public Security

a) To lead and coordinate with ministries, agencies and localities in performing tasks and solutions at Points d, q and r, Section 1, Part IV; Points d and m, Section 2, Part IV of the Resolution

b) To lead and coordinate with the Ministry of Information and Communications and the Ministry of National Defense in carrying out activities relating to ensuring information security and network security in the process of implementing the Resolution according to the assigned functions and tasks.

4. Ministry of Home Affairs

a) To lead, coordinate with ministries, agencies and localities in performing tasks and solutions at points dd, n and o Section 1, Part IV; Point q, Section 2, Part IV; Point g Section 5 Part IV of the Resolution.

b) To lead and coordinate with the Ministry of Finance and the Office of Government to propose policies to attract high-quality human resources to work in the Task Force assisting the E-Government National Committee's Chairman, head of ministries, sectors and provinces' e-Government Steering Committee, and submit to the Prime Minister for decision.

5. Ministry of Planning and Investment

To lead and coordinate with ministries, agencies and localities in performing tasks and solutions at Point x, Section 1, Part IV; Points dd, n, o and p Section 2 Part IV of the Resolution.

6. Ministry of Finance

To lead and coordinate with ministries, agencies and localities in performing tasks and solutions at Point e, Section 2, Part IV; point g Section 3 Part IV; to lead and coordinate with the Ministry of Planning and Investment and the Ministry of Information and Communications in implementing tasks and solutions at Point b, Section 5, Part IV of the Resolution.

7. Ministry of Natural Resources and Environment

To lead and coordinate with ministries, agencies and localities in performing tasks and solutions at Points i, k and l, Section 2, Part IV of the Resolution.

8. Ministry of Justice

To lead and coordinate with ministries, agencies and localities in performing tasks and solutions at Point r, Section 2, Part IV of the Resolution

9. Ministry of Education and Training

To lead and coordinate with ministries, agencies and localities in performing tasks and solutions at Point d, Section 5, Part IV of the Resolution.

10. Ministry of Science and Technology

To lead and coordinate with the ministries, agencies and localities in performing the tasks and solutions at Point dd, Section 5, Part IV of the Resolution.

11. Ministry of Health

To lead and coordinate with ministries, agencies and localities in performing tasks and solutions at Point e, Section 3, Part IV of the Resolution.

12. Ministry of Labor, Invalids and Social Affairs

To lead and coordinate with Viet Nam Social Security and concerned agencies in performing tasks and solutions at Point e, Section 1, Part IV of the Resolution; to lead and coordinate with ministries, agencies and localities in performing tasks and solutions at Point h, Section 2, Part IV of the Resolution.

13. Ministry of National Defense

To promote the IT application, ensuring information security and deploy technical solutions to build a suitable e-Government for the Ministry; direct and create favorable conditions for the Government's Cipher Committee, Viettel to participate in e-Government development according to their assigned functions and tasks.

14. State Bank of Viet Nam

a) To direct payment service providers and payment intermediaries to actively provide non-cash payment services, payment intermediaries, ensuring connection with the National Public Service Portal and electronic one-stop shop information system of ministries and provinces so that organizations and individuals can pay fees and charges online.

b) To direct big and reputable banks to promote the provision of online payment services.

15. Viet Nam Social Security Agency

To lead and coordinate with ministries, agencies and localities in performing tasks and solutions at Point g, Section 2, Part IV of the Resolution.

16. Government's Cipher Committee

To lead and coordinate with ministries, agencies and localities in implementing specific tasks and solutions at Point p, Section 1; Point c (in service of cadres, civil servants, officials and state agencies) and Point d, Section 4, Part IV of the Resolution.

17. Ministries, agencies and localities

a) To implement tasks at points b and c (for the task of connecting and exchanging information systems and databases with the national document exchange platform), points s and t Section 2 Part IV; points a (for the task of replicating the e-Cabinet at provinces', districts', communes' People's Council and People's Committees), c (except for the task of developing National Public Service Portal), dd (for the task of building the information reporting system of ministries, agencies and localities, connecting with the Government information reporting system) and h Section 3, Part IV; Points a, e, k and l, Section 5, Part IV; Point b, Section 6, Part IV of the Resolution.

b) Ministers, heads of ministerial-level agencies, Government-attached agencies and Chairmen of People's Committees of provinces and centrally-run cities shall be responsible to the Prime Minister for information unsafety and insecurity, national secret disclosure in their ministries, agencies and localities. It is not allowed to use equipment and machinery that have unreliable origin and that do not ensure information security for important information systems.

The Ministry of Information and Communications, the Ministry of Public Security, the Ministry of National Defense and the Government's Cipher Committee organize and collaborate in implementing measures/solutions to ensure information security and network security in e-Government development according to its functions and assigned tasks.

c) To study solutions to ensure IT infrastructure conditions, deploying online public services to perform compulsory online payment (except secret spending relating to security and defense affairs)

d) To develop action plan for the Resolution implementation, to be completed before 31 March, 2019; organize the implementation of tasks and solutions under the direction and leadership of the National E-Government Committee, ensuring close link between administrative reforms with IT application and ensuring consistency, efficiency and quality throughout deployment process.

dd) To focus and prioritize resources for the construction and improvement of systems/platforms: National e-Document Exchange Platform; platform for data integration and sharing between central and local levels; National Information Reporting system and setting up the Command and Operation Center of the Government and the Prime Minister; Data Integration Center serving the direction and administration of the Government and the Prime Minister; National Public Service Portal; National Single Window Portal; Public Service Portals, ministerial and provincial-level electronic single window information systems; Government cloud computing system; Specialized data transmission network of the Party and the State agencies; national databases on population, finance, business registration, land, electronic civil status; Document and administration management system of ministries, agencies and localities; e-Consultation system; e-Cabinet system; e-Procurement system; E-archiving system at all levels.

18. Enterprises: Viettel, VNPT, FPT

a) To promote the leading role in the implementation of information systems and databases for e-Government development, pioneering in innovation ofthinking, applying new technologies in line with the trend of e-government development towards digital Government, digital economy, digital society and the context of the fourth Industrial Revolution.

b) To prioritize the allocation of resources for e-Government development, take solutions to mobilize, engage other IT enterprises in e-Government development, ensuring maximum utilization of the private sector’s advantages to improve quality, speed up implementation and take legal responsibility for information security and network security.

19. Viet Nam Post Corporation (VNPOST)

a) To lead and coordinate with ministries, agencies and localities in performing specific tasks and solutions at Point i, Section 5, Part IV of the Resolution.

b) To coordinate closely with the Government Office, ministries, agencies and localities in supporting and guiding citizens and enterprises to use online public services, ensuring the increase in the number of dossiers to be handled online.

20. The Ministry of Information and Communications, the Viet Nam News Agency, the Voice of Viet Nam and the Viet Nam Television pro-actively coordinate with ministries, agencies and localities in disseminating and propagating this Resolution nationwide, in various sectors, government levels; strengthen the monitoring and supervision role of media agencies and newspapers on the results of the Resolution implementation.

21. The e-Government National Committee

To direct the implementation and evaluation of the implementation of this Resolution at ministries, agencies and localities; conduct preliminary review, final review and evaluation of the results of implementation of each stage of the Resolution.

22. This Resolution takes effect from the date of signing and replaces the Government's Resolution No.36a/NQ-CP on e-Government of October 14, 2015.

Abolish the tasks at Point b, Section 12, Part III and Part VI Appendix of Documents proposed to be amended noted at the Resolution No.19-2018/NQ-CP dated May 15, 2018 of the Government on continued implementation of key tasks and solutions to improve the business environment and national competitiveness in 2018 and the following years.

In regards to projects having been approved by competent authorities to implement the Government's Resolution No. 36a/NQ-CP dated October 14, 2015 on e-Government and other documents on e-Government development, ministries, agencies and localities continue to accelerate the implementation progress, ensuring quality and continuity and continuous development.

23. Ministers, heads of ministerial-level agencies, Government-attached agencies, Chairmen of People's Committees of provinces and centrally-run cities shall directly direct and take responsibility to the Government and the Prime Minister for the Resolution implementation; review and report on the implementation of the Resolution on quarterly basis (the time to cut off report data of the first quarter is from December 15 of the previous year to March 14, of the second quarter from March 15 to June 14 of the same year, of the third quarter from June 15 to September 14 of the same year, of the fourth quarter from September 15 to December 14 of the same year), send to the Government Office no later than the 25th of the last month of each quarter for summing up and reporting; the Office of the Government shall take prime responsibility and coordinate with the Ministry of Information and Communications to accelerate, monitor, check and synthesizes and report on the implementation of this Resolution at regular meetings of the Government, promptly report to the Government and the Prime Minister on issues, problems arising during the implementation of the Resolution./.
