The purpose of the plan is to facilitate the supply and exchange of information, aiming to ensure the compliance with customs legislation in preventing, investigating, detecting and handling violations of customs laws in line with regulations.

The Vietnamese side will conduct controlled deliveries over pre-substances, narcotics and psychotropic substances within their jurisdiction and in accordance with domestic laws; use the information and documents provided under the bilateral agreement on AAC in customs matter for the purposes set out in the agreement; and only use those information and documents for other purposes with the written consent of the Italian side.

The plan also seeks to keep in secret the information and documents exchanged with the Italian side within the framework of the agreement, in accordance with domestic regulations over similar information and documents, whilst ensuring the privacy of personal data exchanged under the agreement at least at the same level of confidentiality as stipulated in national laws.

In addition, the plan includes the implementation of technical cooperation activities, such as the exchange of delegations, the sharing of information and experience in using detectors, and the exchange of professional, scientific and technical data related to customs regulations and procedures.
