Addressing the meeting, Deputy Foreign Minister Lê Văn Bàng, head of the Vietnamese delegation emphasized that human rights should not be used as a political instrument but function as a factor for all countries and societies to become closer.

Mr. Lê Văn Bàng affirmed that Việt Nam advocates dialogues and cooperation with all countries on cultural issues and human rights on the basis of equality, mutual respect and understanding. Việt Nam opposes “double standard” policy on human rights and cultural domination in the name of human rights.

The meeting ratified the Declaration and Action Program, including the initiative to establish the NAM Center on Human Rights and Cultural Diversity located in Tehran in order to promote cultural and human rights exchanges and cooperation between the NAM members and other countries.
