Deputy PM Nguyễn Thiện Nhân urged the Ministry of Labor, War Invalids and Social Affairs, in coordination with other competent agencies, to devise a legal framework for full operation of the Commission.

In November 2009, PM Nguyễn Tấn Dũng approved the large-scale project in an effort to provide skills for the workforce engaging directly in agriculture production.

The project aims at organizing refresher courses to some 1 million rural laborers per year, including around 100,000 turns of communal cadres and civil servants.

The VND 25,980-billion project will be carried out in three phases, 2009-2010, 2011-2015, and 2016-2020.

Occupational training for rural labor force has become an inevitable requirement in Việt Nam as just 40% of its manpower undergoes training courses and the global economic downturn pushes countries around the world to improve their workforce quality.
