The project is funded by Germany and implemented by the German Written University and seven Vietnamese institutes and universities.

At the initial phase, the German Government has decided to grant a fund of €7 million for the project.

During the period of 2009 - 2014, at least six sub-projects will be put into operation, focusing on researching and evaluating environmental impacts, removing toxics in waste water, recovering valuable energies from waste water, and monitoring sludge treatment processes.

Accordingly, the Trà Nóc Industrial Park (Cần Thơ) will be selected to be the first one in Việt Nam to partake in the project as it houses at least 166 business projects operating in an area of 290 hectares.

This industrial park currently discharges 12,500 m3 of untreated waste water into rivers and canals a day, causing serious environmental pollution.
