Regulations on non-governmental assistance made public

The regulation is part of a new decree, recently issued by the Government chief.

According to the document, the Government is generally in charge of managing non-government assistance at national level. The Ministry of Planning and Investment (MoPI) will act as the focal agency to acquire foreign aid of this kind.

The decree stipulates that the reception of non-governmental assistance must ensure socio-political stability, interests of the Vietnamese State, and legitimate rights of organizations and individuals. 

Apart from brand-new goods, Vietnamese competent agencies will receive only second-hand products of which over 80% of their value still remains. Donors are responsible for the quality of their aid.

The decree also requires both foreign donors and Vietnamese agencies to report their work of managing and using non-governmental assistance.
