Question: An overseas Vietnamese couple is living in Japan. They had a newborn baby on May, 2016. The wife brought a birth-certifying paper to the Vietnamese Embassy in Japan to register birth and apply a passport for her kid.

However, she only received a passport and a copy of record on birth registration in a birth registration book. What are the procedures on birth registration for overseas Vietnamese in foreign countries?

Answer:

According to the Consular Department under the Ministry of Foreign Affairs, Japanese civil status judicial officials in Matsudo city, Chiba province completed birth registration and granted a birth registration paper for the newborn baby.

Under Article 49 and Article 53 of the Law on Civil Status, which came into effect since January 1, 2016, the Vietnamese embassies in foreign countries are not in charge of making birth registration but responsible for recording birth registration in birth registration books./.
