PM Phuc clarifies “enabling Government”

VGP – “Enabling Government” is defined as the Government that is proactive in designing laws and policies to support national development, said PM Nguyen Xuan Phuc.

The Government chief made the above statement in response to legislator Vu Tien Loc’s question on the content of the term “enabling Government” at the National Assembly’s Q&A session on November 18.

PM Phuc first introduced the term to envisage how he will lead the Government when he sworn in as Viet Nam’s PM at a ceremony at the Parliamentary House in Ha Noi on April 7, 2016.

PM Phuc said his Government will focus on building a favorable investment and business environment not just ranking among the best in ASEAN but also reaching the standards of the OECD countries.

The enabling Government has to improve the quality of social security to best serve people, he explained.

The enabling Government is also the action-oriented Government that combines words and deeds, upholds personal responsibility and disciplines. Cadres that fail to perform duties must be replaced.

Last but not least, an enabling Government must be more dynamic and creative instead of being passive, PM Phuc said.

Four weaknesses of business environment

PM Phuc also frankly pointed out four weaknesses of the country’s business environment when he was asked about this matter.

Though the national business environment and competitiveness have improved according to the recent reports released by the World Bank and the World Economic Forum, indices like protecting investor, paying taxes, trading across borders, and resolving insolvency still remain low.

The Government will review legal regulations related to investment and tighten inspection of the implementation of public duties to prevent wrongdoings.

The Government has issued a resolution asking ministries and agencies to abolish by one third to half of the current 4,300 business conditions.

The Ministry of Industry and Trade has cut over 600 business conditions under its management scope while the Ministry of Natural Resources and Environment has reported a cut of 1/3 its total business  conditions, the Government chief added.

The Government will issue a Decree to control business conditions, said PM Phuc, asking for the National Assembly’s supervision of the Government’s efforts./.
