Accordingly, on the opinions of the ministries of Justice, Foreign Affairs, and Public Security, the Ministry of Labor, War Invalids and Social Affairs (MLWISA) is responsible for considering and deciding to pilot this Program. After the experimental period, the MLWISA will function as the main implementer, under the collaboration with other relevant agencies, in strictly reviewing and drawing experiment, then identifying the follow-up steps and reporting to the PM.

For the foreign markets which a limited number of Vietnamese laborers can be sent to, the PM entrusted the MLWISA to consider and make decision as stipulated in Article 25 of Decree 81/2003/NĐ-CP dated on July 17, 2003 by the Government (regulating in details and instructing the implementation of the Labor Code in terms of Vietnamese laborers working abroad), and then make reports to the PM.
