MPI and int’l banks commit to conducting ODA guidelines

VNGOP – The Ministry of Planning and Investment (MPI) and a group of six international banks, on May 15, in Hà Nội pledged to jointly carry out the Government’s Decision 48/2008/QĐ-TTg (April 3, 2008) on the issuance of the ODA’s common feasibility study guidelines.

Joint commitment to apply the common guidelines to shorten the implementation and enhance effectiveness of ODA projects

Deputy Minister of Planning and Investment Cao Viết Sinh stated that, donators’ joint commitment to applying and complying with the guidelines in the Decision (from attaining records, drafting feasible survey reports to conducting projects) will help to shorten the implementation and raise effectiveness of ODA projects.

The common feasibility study guidelines for ODA projects are among the Vietnamese Government’s attempts to harmonize with the six international development banks, in terms of process as well as procedures, in line with the Paris Declaration and the Hà Nội Commitment on aid effectiveness. Those banks are the Asia Development Bank (ADB), World Bank (WB), the French Development Agency (AFD), Kreditanstalt für Wiederaufbau (KfW), Japan Bank for International Cooperation (JBIC), and the Korea Eximbank. The guidelines were jointly initiated by the ODA working group of the Vietnamese Government and the banks.

Under the guidelines, each feasible survey report is obliged to present basic quality requirements and details, so that investors, consultants and relevant entities can have the foundation to draw up their plans and conduct the projects.
