Mekong Delta provinces and relevant ministries all asked the Government to increase the budget for the region and give it priorities to access ODA capital. The Cần Thơ University will be upgraded while the An Giang University is built as a national university. Two vocational training schools will be also founded under ASEAN standards.

The regional network of regular educational and vocational centers will be reorganized and expanded. The construction of community colleges is encouraged.

Mekong Delta provinces will enhance their cooperation with Hồ Chí Minh City through poverty reduction programs and human resource nurturing plans.
