Lawmakers pass four laws

VGP – The National Assembly voted on four draft laws namely the Law on access to information; the Pharmaceutical Law (amended); the Law on amendments and supplements to some articles of the Law on Value-Added Tax; the Law on Special Consumption Tax; the Law on Tax Management; and the Law on Export and Import Duties (amended).

Legalizing access rights to information

The Law on access to information stipulates the right of citizens to information access; principles, sequence, procedures on access to information; responsibilities and obligations of State agencies to ensure the right to information access.

Under the law, all citizens are equal and not discriminated in information access.

The new law, consisting of five chapters and 37 articles, was passed with 88.46% of votes.

It will come into force on July 1, 2018.

Fresh regulations on pharmaceutical industry

With 88.06% of votes, the Pharmaceutical Law includes 14 chapters and 116 articles.

It regulates both domestic and foreign organizations and individuals engaging in pharmaceutical activities in Viet Nam.

The fresh law stipulates the State’s policy on pharmaceutical industry and profession; registration, circulation, and withdrawal of medicines and raw materials of medicines; regulations on drug advertisement as well as drug prices.

Supplemented tax regulations

The draft law which amends and supplements some articles of the Law on Value added Tax, the Law on Special Consumption Tax, the Law on Tax Management includes four articles. It received  86.64% of votes.

The draft law on Export and Import Duties (amended) comprises 5 chapters and 22 articles. It was passed by the lawmakers with 91.3% of votes.

The fresh laws will take effect from September 1, 2016./.
