The statement was released at the Industrial Encouragement Meeting in North Việt Nam held in Lạng Sơn City on Friday.

Representatives of some provincial Departments of Industry and Trade suggested that, to make industrial encouragement more fruitful, it is necessary to enlarge industrial encouragement funds which will be used to facilitate enterprises’ market expansion, technological transfer, human resource training and corporate management.

Reports of many provinces showed that most of industrial producers in rural areas are facing the shortage of investment capital. So they expect to access to more non-refundable financial sources and acquire loans free of interest rate.

Participants to the meeting proposed some priority financial policies to help mountainous provinces.

The total industrial encouragement budget 2009 for 28 northern provinces is VND 83.8 billion, in which VND 38.6 billion come from the national fund and VND 45.2 billion from local ones.

In the first half, the national industrial encouragement fund was used to finance the training of 16,988 laborers, organization of six workshops, and the construction of 78 new production models.
