The plan targets to bring Việt Nam’s laws on anti-corruption closer to international ones on the demand of UNCAC.
According to the Plan, the Government will better regulations on organization and operation of anti-corruption agencies and give these entities more power and independence.
The prevention of corruption will be strengthened by promoting transparency and openness in public administrative management, simplifying administrative procedures, making periodical reports on anti-corruption work in State agencies.
In addition, the plan sets goals to finalize regulations on recruitment, appointment, salary, retirement and education of officials/civil servants and to formulate criteria to evaluate corruption situations and the enforcement of anti-corruption laws.
The plan also proposes the supplementation of new corruption crimes: giving and taking bribes in the private sector; and illegally get-rich activities by officials/civil servants in the public sector.
Three stages to implement UNCAC
The Plan sets a three-stage roadmap for Việt Nam to realize the UNCAC.
Stage 1 (from now to 2011): To implement the Convention on a broad scale; perfect the legal system on anti-corruption in line with the UNCAC and the National Strategy on Anti-corruption to 2020.
Stage 2 (2011-2016): To assess initial outcomes of the implementation of the UNCAC and further perfect the laws on anti-corruption.
Stage 3 (2016-2020): To comprehensively assess the implementation of the UNCAC; better organization and raise effectiveness of anti-corruption work.
