Gov. action plan aims for rapid, sustainable growth after WTO entry

VNGOVNet – The Government convened its regular meeting for the first month of 2007 in Hanoi on January 30 under the chair of PM Nguyễn Tấn Dũng and his deputies Nguyễn Sinh Hùng, Phạm Gia Khiêm, and Trương Vĩnh Trọng.

On the transformation of State companies into joint-stock ones, the Government members decided  to revise Decree 187/2004/NĐ-CP by issuing another decree incorporating new developments such as the entities to be transformed including economic groups, State corporations and one-member limited liability companies in which the State is the sole stakeholder and the range of public offering being extended to include also auctions and OTC transactions to meet market demands and maximize the capital raised. 

To achieve a rapid and sustainable economic growth after joining WTO, the Government set 12 primary tasks to fulfill:

1- To make the whole people fully aware of the Communist Party of Vietnam’s viewpoints on international economic integration, WTO accession, as well as opportunities and challenges created therefrom for Vietnam;

2- To improve laws and institutions towards a free business environment for all entities trading in goods and services;

3- To simultaneously constitute different elements of a market economy and design a roadmap of market pricing for commodities and services whose prices are still dictated by Government;

4- To increase investment efficiency and diversify sources and forms of investment.

5- To sharpen business competitiveness;

6- To promote administrative reforms;

7- To pay more attention to educating, training and developing human resources;

8- To boost agricultural and rural development;

9- To take better care of social security;

10- To further environmental protection associated with sustainable development;

11- To preserve and promote national identities and values;

12- To maintain national security and defense, safeguard national independence, sovereignty and territorial integrity in any circumstances.

Recommending ideas on the Government Action Program for the period after WTO accession, PM Nguyễn Tấn Dũng said all the 12 tasks must be fulfilled simultaneously but for the time being the focus should be on completing market economy institutions, accelerating administrative reforms, training human resources, and boosting infrastructure construction.
