Accordingly, requirements presented in an invitation letter for bid, have to ensure the fair, transparent and economically effective principles. Investors are not allowed to set conditions with a view to limiting the number of contractors and forging unfair competition among participants.

A contractor can join only a bid letter as an independent or ticket one.

Contract winners will be pronounced in the witness of people, in spite of the attendance or absence of invited contractors in previously set time and place.

They have to meet requirements in terms of capacity, experience, technical recommendation, lowest accessed price and under offering price.

In addition, participating contractors have their right to raise voice concerning bid results and other issues if their rights and interests are affected.
