Coordinating operations on emergency rescue

VGP – Foreign forces will be able to join hands with Vietnamese partners in search and rescue activities if they meet three conditions.

Under the Government’s Decree 95/2010/NĐ-CP, foreign forces, in charge of seeking and rescuing victims, will receive licenses to operate in Việt Nam’s territories.

These forces have to be invited by Việt Nam’s competent agencies or proposed by foreign countries or international organizations.

They must have adequate human resources and facilities and abide by Vietnamese and international laws. 

The Decree stipulates that the Vietnamese Ministry of Foreign Affairs will receive recommendations from foreign countries and international organizations for foreign forces to deploy in Việt Nam for emergency relief.

The Ministry of National Defense and the Ministry of Transport are capable of granting licenses.

The PM is responsible for allowing foreign forces’ vehicles using nuclear power or carrying radioactive substances to operate in Việt Nam.
