Boris Johnson, born in 1964, was former Mayor of London and Secretary of State for Foreign and Commonwealth Affairs.

The same day, Deputy Prime Minister, Foreign Minister Pham Binh Minh sent his greetings to Mr. Dominic Raab who has been appointed as the UK First Secretary of State and Secretary of State for Foreign and Commonwealth Affairs.
