The event was held by the Ministry of Education and Training, the Foreign Ministry and the Asia-Europe Foundation (ASEF).

Accordingly, they agreed to hold four conferences on the topic in four different countries, including Viet Nam.

Speaking at the event, Vice President of the European Association of Institutions in Higher Education Phil Hanil Ulf-Daniel Ehlers called for building a suitable learning ecological system for personal development.

Minister of Education and Training Phung Xuan Nha said the Vietnamese Party and State have issued many policies and guidelines to build a learning society that enables people to pursue continuing and life-long learning.

In 2005, the Prime Minister approved a project on building a learning society for the 2005-2010 period, which produced encouraging results. On January 9, 2013, the PM issued Decision No.89/QD-TTg approving the project for the 2012-2020 period.

He wished that the event would afford Viet Nam a chance to share experience with ASEM member states and access the latest research results about adult education and life-long learning.

Mr. Nha hoped to acquire foreign experts’ consultations on organising life-long learning activities in different forms, supported by information and communications technology and open education resources.

Participants shared experience in recognising study results under regular and irregular models to encourage learning throughout the life, and policy making towards a life-long learning culture.

The event is part of the 2018 cooperation programme on education and training adopted by the 13th ASEM Foreign Ministers’ Meeting and the 37th ASEF Board of Governors’ Meeting in Viet Nam in 2017.
