Specifically, the government leader agreed that the Viet Nam National Coal and Mineral Industries Group (Vinacomin) remains the investor of the 1,200-megawatt Quynh Lap 1 Thermal Power Plant project under the Quynh Lap Power Centre in the central province of Nghe An.

He assigned the Electricity of Viet Nam (EVN) to replace the Viet Nam National Oil and Gas Group (PVN) as the investor of the 1,200-megawatt Quang Trach 1 Thermal Power Plant project at the Quang Trach Power Centre in the central province of Quang Binh.

The PM also withdrew the intention to assign Russia’s Inter Rao to research and develop the 1,200-megawatt Quang Trach 2 Thermal Power Plant project under the Quang Trach Power Centre; appointing EVN as the new investor of the project instead.

The Ministry of Industry and Trade has been assigned to instruct PVN and EVN to perform transfer procedures on the Quang Trach 1 plant project in line with the law, ensuring the progress and avoiding wastefulness and loss during the transfer process.

The ministry is also responsible for directing Vinacomin and relevant units to accelerate the progress of the Quynh Lap 1 plant project and informing the Russian side of the termination of their research and development rights towards the Quang Trach 2 plant project.
