Gov't to decree rooftop solar power

VGP – Deputy Prime Minister Tran Hong Ha on Wednesday presided over a meeting to discuss draft decree on mechanisms and policies for rooftop solar power development.

The draft decree puts forwards three main incentive policies: Rooftop solar panel installation may not be required to be in accordance with the 8th National Power Development Plan, rooftop power sources may be connected to national grid in case of capacity excess, interest rate support may be offered to loans used to invest in storage equipment.

Addressing the meeting, Tran emphasized the importance of rooftop solar power as it contributes to ensuring national energy security, thus it is necessary to adopt mechanisms and policies to encourage organizations and individuals to invest in rooftop solar power development.

The decree needs to clearly define the content, objectives, and scope of subjects that are organizations and individuals installing rooftop solar power in the form of self-production and self-consumption, thereby designing proper incentive policies and mechanisms or regulations on safety and fire prevention.

For households, public buildings installing rooftop solar system only for self-production and self-consumption, dossiers should be simplified to the maximum, except for projects with special requirements for safety, fire prevention.

The Deputy Prime Minister ordered careful calculation of the scale of rooftop solar power development to ensure economic efficiency, protect long-term interests of investors and environmental protection.

Tran tasked the Ministry of Industry and Trade to coordinate with ministries and branches mull over requirements, technical conditions, criteria for rooftop solar power sources that need stricter control./.
