These criteria, to be applied for the next five years (2011-2015), are based on the current socio-economic performance of ethnic areas during the 2006-2010 period.

Ethnic minoriry and mountainous regions account for three quarters of the country’s natural area.

Fifty three different ethnic minority groups, making up some 14% of the population, are living dispersedly and alternatively in all corners of the country. Each ethnic group has their own cultural identities, enriching Việt Nam’s cultural diversity.

By now, around 40 national master programs have been deploying in mountainous, remote, and disadvantaged regions, considerably pulling up living conditions of local residents there. The rate of poor households dips by 3%-4%/year on average; infrastructure, especially roads, irrigation works, electricity, and schools, has been much improved.
