The Government's regular meeting of March 2006

 


On March 28-29, 2006, the Government held the regular meeting of March 2006 to discuss and decide on the following issues: 

1. The Government listened to the supplementary report of the implementation of plans in 2005 and the plan in 2006 by the Minister of Planning and Investment; the supplementary report evaluating the State budget 2005 and the plan for State budget spending 2006 and the balance sheet of 2004 by the Minister of Finance.

At the 8th Session of the 9th National Assembly, the Government submitted to the National Assembly the report of the implementation of the Socio-economic Development Plan 2005 and the Socio-economic Development Plan 2006 and the Report of the State budget 2005. For the past year, our economy has not only enjoyed some fundamental advantages but also faced many difficulties and challenges. However, thanks to the whole people's endeavor, the entrepreneurs' activeness and creativeness, the Government's strict control and effective performance according to the Resolutions of the Party and the National Assembly, the economy has grown by 8.43% which is the highest rate in 9 years; there has been progress in services and tourism, there has been positive changes in the economic structure; export turnover has exceeded the plan, the trade gap has been considerably narrowed compared to the same period of 2005; there has been development in all of the forms of enterprise, particularly private enterprises which have made considerable contributions to the economic growth; there has been progress in the capital accumulation, especially the capital from foreign investment and the private sector; State budget deficit has been reduced compared to the same period of 2004, which has helped promote the investment in other important sectors; the State budget work has improved; the budget deficit has been within the allowable limit, which ensures the national financial security. There has been progress in social fields. The corruption prevention, thrift practice, anti-prodigality and administrative reforms have been boosted. The process of integration into the international economy has been accelerated.

To fulfill the targets and budget tasks for 2006 according to the Resolution of the National Assembly, the difficulties have to be overcome, industrial and agricultural productions have to be improved, the investment environment has to be improved, the effectiveness of the production and the competition of the economy have to be enhanced, the operation of the state-owned companies have to be reformed, the service has to be radically developed; the State budget allocation has to be effective; the management of the development investment has to be closely supervised and effectively regulated; the integration with the international economy has to be improved; administrative reforms have to be boosted, the law on corruption prevention and eradication, thrift practices and anti-prodigality have to be strictly observed.

The Minister of Planning and Investment was assigned to receive all comments to complete the report with more details about the implementation of the plan 2005 and the plan 2006; the report about the State budget 2005 and the plan on State budget 2006; the report of the State budget 2004; on a proxy for the Prime Minister and on the behalf of the Government, submit the reports to the 9th session of the 11th National Assembly.

2. The Government listened to the Minister of Education and Training presenting the project of teaching and learning foreign languages in the education system during the period 2006-2015.

For the past years, there have been encouraging results in teaching and learning foreign languages. However, the skills of pupils, students and officials in using foreign languages are generally low; their use of foreign languages in communication is not effective, their ability of studying and working in an international environment is limited. The reasons are that the teaching and learning foreign languages at any education level are ineffective; a proportion of teachers do not have good qualifications and methods; there is insufficiency of modern learning facilities. The requirements of industrialization, modernization and the process of integration into the international economy have posed new challenges necessitating a radical reform in teaching and learning foreign languages.

The project of teaching and learning should consider such matters as choosing a foreign language as a compulsory subject for elementary pupils, encouraging students of higher levels to acquire more foreign languages, the foreign language learning should be continued throughout the levels of education, the teachers should be well-qualified, there should be new reforms in foreign language learning programs, course books and teaching and learning methods; taking advantages of the State budget and the private-sector’s finance and diversifying teaching and studying methods.

The Ministry of Education and Training was entrusted to direct and coordinate with the Government Office to receive all suggestions in the meeting and complete the Project of foreign language teaching and learning in the system of national education in the period 2006-2015 and then report to the Prime Minister and consult the Secretariat of the CPV Central Committee and the NA Standing Committee about the decision on the issue.

3. The Government listened to the Minister of Planning and Investment presenting the draft decree on the Law of Bid; the Minister, Chair of the Government Office reporting some issues that needed consulting with the members of the Government; the Minister of Justice presenting the report about the draft decree.

The Law of Bid has come into effect since April 1, 2006. Therefore, the Government should promptly release a decree to direct the implementation of the Law, which will complete the full legal procedure for the law to go into life and must ensure the consistence between the Law of Bid and the Law of Construction so that they will become enforceable.

The Ministry of Planning and Investment was entrusted to direct and coordinate with the Ministry of Justice, the Ministry of Construction, the Governmental Office and the relevant agencies to receive the suggestions in the meeting to complete the Draft Resolution instructing the implementation of the Law of Bid, and then consulting the members of the Government, submitting it to the Prime Minister for consideration and issuance.

4. The Government listened to the Minister of Foreign Affairs presenting the Draft Decree for Signing and Execution International Agreements; the Minister, Chair of the Government Office presenting the summary of Government members' ideas on the draft decree.

The Law on Signing, Joining and Executing International Treaties was passed at the 7th Session of the 11th National Assembly and has come into effect since January 1, 2006. However, the Law only governs the signing, joining and execution of international agreements in the name of the State and the Government, not in the name of the Central State agencies, the people's committees of provinces and centrally-administered cities, socio-political organizations, social organizations, and socio-occupational organizations. To meet the increasing demand for international cooperation, there is necessity to issue the ordinance of signing and execution of international agreements.

The Ordinance of Signing and Execution of International Agreements should institutionalize guidelines and policies of the Party and the State under the motto that Vietnam is willing to be a friend and a reliable partner of all countries in the international community, following the principle of respecting a country's independence, sovereignty and territorial integrity, not interfering in a country's internal affairs and other basic principles of the international laws in conformity with the international treaties that Vietnam signed as a member.

The Ministry of Foreign Affairs was entrusted to direct and coordinate with the Government Office and the relevant agencies to receive the recommendations in the meeting to complete the draft decree of signing and execution of international agreements, consult the Secretariat of the CPV Central Committee before submitting to the Prime Minister for decision and submission to the NA Standing Committee.

5. The Government considered the report of the socio-economic situation and performance of production, businesses and services in March and the first quarter of 2006 presented by the Minister of Planning and Investment; the report of the commercial situation in March 2006 presented by the Minister of Commerce.

The socio-economic situation in March and the first quarter of 2006 was stable; industrial production achieved considerable growth; despite natural calamities, agriculture still was significant with progress made in preventing epidemic diseases; the services had significant developments, export turn-over grew enormously, investment funds increased, foreign investments continued to enjoy incentives, the budget target was met, financial activities were kept under control, market prices remained stable. There was progress in social activities.                   

There were difficulties reported. Many production targets, set for the first quarter, were not fulfilled; the agricultural production was inefficient, the issue of government bonds was slow; corruption and social evils went unabated; the strikes of workers in some companies run by foreign investment negatively affected the investment environment; traffic management was not efficient.

In observing Resolution 01/2006/NQ-CP which guides the implementation of the socio-economic plan and the State budget in 2006; the Government called for all ministries, branches of activity, localities and businesses to boost production, reduce production costs, improve competitiveness, increase export, stimulate investment and enhance the effectiveness of investment, carry out inspections and supervisions of the management over investment and construction according to Official Telegram 496/CD-TTg issued by the Prime Minister on March 28, 2006; establish detailed programs of actions to implement the law against corruption, the law on thrift practice and against prodigality; solve satisfactorily complaints and denouncements of the people; fight fiercely against crimes, ensure the social security and limit traffic hazards.
