Third International Roundtable aims to improve use of ODA

VNGOVNet – “Vietnam has incorporated good world approaches and experience to its the five-year socio-economic development plan 2006-2010 in an innovative and participatory manner with a view to further involvement of the whole society and international donors. Vietnam's targets are to eliminate poverty by 2010 and to become an industrialized country by 2020”. Deputy PM Phạm Gia Khiêm told the Third International Roundtable, which opened in the February 6 morning in Hanoi under the theme “Management of Development Results”.

The Third International Roundtable attracted over 400 experts and Government officials from over 40 countries, 33 sponsor organizations and countries, and nearly 30 non-governmental organizations to discussions on how to effectively manage development aid.

According to Deputy PM Phạm Gia Khiêm, the International Roundtable is an event of great importance, particularly so at a time when donors and partners are aggressively realizing the Paris Declaration on aid efficiency. Being aware of the significance of fulfilling the UN Millennium Development Goals and Vietnam Development Goals, the Vietnamese government and donors in the country has, over the past time, make sure that they have taken part in many international and regional forums on this area. It can be said that Vietnam is one of the first countries to naturalize the Paris Declaration by issuing the Hanoi Commitment to Aid Efficiency.

The Deputy PM informed that Vietnam’s five-year socio-economic development plan 2006-2010 has been ratified by the Vietnamese Communist Party and National Assembly as the foundation for the country to pool internal and external resources for balanced and sustainable development on three pillars of Economy, Society and Environment, so that, by 2010, Vietnam can escape from the status of underdevelopment and become industrialized by 2020.

According to Mr. Omakar Shrestha, Head of the Economy and Planning Section of the Asian Development Bank in Vietnam, foreign aid makes an important but not a decisive factor to the big  change in the country and this independence of Vietnam matters a lot to its sustainable development.
