The 70-km highway, departing from Ban Lung Town and running to Vietnam’s Lệ Thanh border gate through Bar Kaev and Ou Ya Dav towns, has total investment capital of US$ 25.8 million, coming from the Vietnamese Government in preferential loan. The work is expected to be finished in 30 months' time.

Addressing the ceremony, Deputy PM Trương Vĩnh Trọng said, "The project represents the effort, determination, sentiment, friendship and cooperation between the two Governments and peoples, hopefully once re-opened, it will beneficially serve Cambodian people and the Laos-Vietnam-Cambodia Development Triangle.

Thanking the Vietnamese Government and people for their assistance to the highway upgrading, Cambodian PM Hun Sen said the project was crucial to Cambodia’s northeastern provinces as it will make it easier for agro-products and other goods of this region to fan out, thus directly benefiting local people.
