A boost for public investment disbursement

VGP – PM Nguyen Xuan Phuc has given the green light to the Ministry of Planning and Investment (MPI) to organize a video-teleconference to speed up disbursement rate of public investment capital in 2020.

As scheduled, the event will take place at the end of this April.

Ministries, ministerial-level agencies, and localities were asked to report implementation of public investment capital in Q1; focus on key projects especially on transport and agriculture. Reports must figure out shortcomings, obstacles, reasons (both subjective and objective), recommendations and be sent to the MPI before April 10. 

The Ministry of Finance is responsible for preparing a report on public investment disbursement in the first three months of 2020 and sending it to the MoPI before April 10.

Earlier, on September 26, 2019, PM Phuc chaired a teleconference on public investment disbursement with officials of all ministries, sectors and 63 provincial-level localities in which he asked for more drastic solutions in order to speed up the disbursement of public investment capital, which he described as an urgent task from now through 2020.

According to the Ministry of Planning and Investment (MPI), the allocation and disbursement of public investment capital is a “dark point” in the bright panorama of the economy.

Public investment disbursement remained slow, meeting 81.8%, 75.8% and 73.5% of the respective 2017, 2018, 2019 plans set by the National Assembly.

In January 2020, the investment capital implemented from the state budget was estimated at VND 18,689 billion, accounting for 4.2% of the year plan and up 8.4% over the same period of the previous year (the same period in 2019 was 4.5% and increased by 3.8%)./.
