Under the Directive, Vietnamese digital-tech enterprises must take the lead in realizing “Make in Viet Nam” strategy in which they must gradually mastermind technology, designs, product manufacturing, take positive steps in creating services, solutions, and new economic modals. Vietnamese digital-tech enterprises will make contribution to converting Viet Nam into a developed industrial country and a high-income country by 2045.

By 2030, Viet Nam must have at least 100,000 digital-tech enterprises to develop the digital economy; build smart cities, e-administration, and national digital conversion.

The Directive selected four types of digital-tech enterprises including (1) groups, large-scale corporations which operate in digital technology and research on core technology; (2) IT enterprises with famous trademarks; (3) start-up businesses which apply digital technologies to produce new products and services; and (4) innovative start-up businesses on digital technology.

Especially, the Directive figures out 12 solutions to boost digital-tech enterprises including:

1. Building a national strategy on Vietnamese digital-tech business development by 2030 which will be submitted to the PM in 2020;

2. Building plans on Vietnamese digital-tech business development for every sector and locality in the 2021-2025 period and the 2026-2030 period;

3. Establishing a single unit in central level and a single unit in each locality to coordinate and support digital-tech enterprises;

4. Building a pilot policy framework under control for new products, services, and modals which apply digital technologies in Viet Nam in the 2020-2021 period;

5. Building policies and solutions to formulate a market for Vietnamese digital-tech enterprises including start-up businesses in crafting and implementing programs and projects on e-Government, digital transformation, smart urban areas, and smart farming.

In addition, the directive will focus on setting up a scientific and technological development fund, developing 5-10 national key digital-tech businesses, organizing a national forum on Vietnamese digital development forum, and honoring outstanding Vietnamese digital-tech businesses./.
