Lending hand given to rehabilitated drug users

VGP – PM Nguyen Xuan Phuc has agreed to extend the credit pilot program for households of HIV carriers, rehabilitated drug abusers, as well as reformed prostitutes.

This is part of Decision 02/2020/QD-TTg which replaces and supplements some articles of Decision 29/2014/QD-TTg (Decision 29), dated April 26, 2014 on credit for households of HIV carriers  , rehabilitated drug abusers, and reformed prostitutes.

Accordingly, the PM decided to extend the credit pilot program for households of HIV patients, rehabilitated drug abusers, reformed prostitutes in 15 provinces and cities by late December 15, 2020.

Individual borrowers included (1) HIV patients, (2) persons undergoing opioid replacement therapy; and (3) reformed prostitute.

Household borrowers are households having members that are (1) HIV patients; (2) rehabilitated drug abusers; and (3) persons undergoing opioid 

Under Decision 29, the loan limit depends on the demand and ability to repay of each borrower. No collateral is required. The loan must not exceed the limits below: a) An individual may take a maximum loan of VND 20 million; b) A household may take a maximum loan of VND 30 million; and c) A borrower may take multiple loans, but the total loan must not exceed the limits stated above.

In addition, loans are provided by government budget according to annul plans and from other legitimate sources.

However, in Decision 02/2020/QD-TTg, 50% of loans are provided by government budget according to annul plans. The Viet Nam Bank for Social Policies mobilizes the rest of 50% of loans. The State budget offsets interest rate difference and management costs. 

The Ministry of Labor, Invalids, and Social Affairs reported that thanks to preferential interest rate loans, the beneficiaries got jobs and raised their incomes by VND 2-5 million per month./.
