Portfolio on national, regional, provincial plans announced

VGP – The Government has recently issued a list of national, regional, and provincial plans in accordance with Point c, Clause 1, Article 59 of the Law on Planning.

Under the list, 257 plans have been integrated into the national, regional and provincial plans. 

Especially, the PM is responsible for issuing planning decisions on a system of universities and colleges in the 2006-2020 period; a master plan on high-tech development zones by 2020 with a vision towards 2030; a master plan on high-tech farming area and region by 2020 with a vision towards 2030; a scheme on a national reserve forest system by 2020 with a vision towards 2030; irrigation plans of the Mekong Delta Region, Red River Region, and the Central Region in the 2012-2020 period with a vision towards 2050 in the context of climate change and sea level rise; a plan on mineral exploration, exploitation, processing, and usage for cement production in Viet Nam by 2020; a plan on mining exploration, exploitation, processing, and urge for building materials in Viet Nam by 2020; a master development scheme of the industrial sector in Viet Nam by 2020 in consideration towards 2030 and a master plan on trade development in the 2011-2020 period with a vision towards 2030.

Under Point c, Clause 1, Article 50 of the Law on Planning, implementation of plans that are integrated into national, regional and provincial plans will be continued until such national, regional and provincial plans are decided or approved in accordance with this Law, except for cases specified at point b of this clause.

Specifically, under Point b, Clause 1, Article 59 of the Law on Planning, Technical and specialized plans specified in Annex 2 of this Law shall continue to be implemented in line with the relevant legal provisions; in case the contents of such plans are not in line with the higher-level plans decided or approved under the provisions of this Law, plan amendments are mandatory according to those higher level plans./.
