Gov’t cracks down on harassment of public servants

The conference drew the attendance of Permanent Deputy PM Truong Hoa Binh who is the Deputy Head of the Central Steering Committee on Anti-Corruption, and Government Inspector General Le Minh Khai. 

Early eliminating harassment

Addressing the event, Deputy PM Binh said that the whole political system and people have engaged in the fight against corruption. 

However, besides positive outcomes, in some areas and levels, some public servants are making use of their working positions to take advantages of loopholes in mechanisms and policies, people’s confidence, their lack of understanding in policies and laws to harassh and extend time of working. These wrong behaviours erode the confidence of people, enterprises, and investors and damage socio-economic development. 

Hence, the Deputy PM tasked his inferiors to early put an end to the problem. 

Earler, on April 22, 2019, the PM issued Directive 10 / CT-TTg dated April 22, 2019 on strengthening effective management and prevention of harassment and problems for people and businesses in working performance.

Mr. Binh stressed the importance of popularizing the Directive and putting it into reality in a bid to build the State administrative apparatus in a transparent and solid manner; enforce administrative disciplines; improve the investment and business environment; raise national competitiveness and pursue sustainable growth. 

Identifying corruption risks 

Deputy General Inspector of the Government Inspectorate Tran Ngoc Liem proposed further administrative reform and enhancement of transparency in public offices; technological reform in management, supplement of mechanisms and policies, and identification of corruption risks in working positions to inspect, supervise, and settle legal loopholes. 

He also recommended reduction of unnecessary administrative procedures; disclosure of hotlines and emails which receive, handle, and settle complaints and accusations of people and enterprises. 

The Deputy General Inspector underlined the importance of accelerating IT application; disseminating the legal system; boosting investigations; building supervisory mechanisms to discover infringements./.
