Seeking investment sources for educational development

VGP – The Government has recently issued a Resolution on mobilizing social resources for educational development in the 2019-2025 period.

The Resolution aims to mobilize social resources; optimize the attraction, spending, and management of resources from domestic and foreign individuals and organizations in favor of educational and training development; raise the  quality of education and training; generate qualified manpower in response to the fourth industrial revolution as well as international integration. 

The resolution targets to develop non-state educational establishments which will account for 8.75% by 2020 and 13.5% by 2025. These private education establishments will serve for 8.9% of learners by 2020 and 16% by 2025. 

Specifically, regarding kindergarten education, especially at industrial parks and processing zones, areas with high speeds of urbanization, non-state preschools will serve for about 25% of children by 2020 and 30% by 2025. 

In respect for universal education, by 2020, the proportion of establishments and pupils will meet 2.3% and 2.6% respectively. By 2025, the figures will touch 2.7% and 3%. 

Regarding university education, by 2020, private universities will account for 28% and serve for 18% of students. By 2025, the figure would make up 30% and 22.5%, respectively.

The resolution targets to develop private vocational training system which is expected to make up 35% by 2020 and 40% by 2025. 

To fulfill the aforesaid goals, the document aims to review the legal system and policies on social engagement and systemize regulations on mobilization of social resources for education. 

The resolution targets to offer fair and transparent competitive environment among public and private educational establishments in which learners enjoy the opportunities to benefit from educational development policies of the Party and State. 

In addition, favorable conditions in visa and labor permits will be created with a view to enabling Vietnamese and foreign intellectuals, businessmen, and enterprises to contribute to educational development./.
