According to the scheme newly approved by the PM, Thanh Hóa City will function as an economic, service, healthcare, education and sports hub of the southern and northern parts of the Northern and Central regions respectively.

The expansion westwards is not encouraged, so as to protect natural landscape and tourist sites, including Hàm Rồng, Núi Đọ, Núi Voi, Rừng Thông, Núi Nhồi, Núi Mật, Núi Long, in order to form a green bealt around the central city.

From now to 2015, the city will focus on improving residential areas, building industrial zones to the north of the Mã River. Trade and exhibition centers as well as a central square will be built in the southern part of the city. Meanwhile, some new urban quarters are located in the northern part.

Key constructions to serve trade and services will be built at the city's gateways. Other important infrastructure projects will also be developed like bridges connecting the two sides of the Mã River, roads long the river and National Highway 1.
