Pilot self-financing institutions given to four public hospitals

VGP – Under Resolution 33/NQ-CP, four public hospitals namely Bach Mai, Viet Duc Friendship, and K hospital in Ha Noi and Cho Ray in Ho Chi Minh City will become self-financing institutions.

The pilot project targets to develop their activeness and proper utilization of resources in improving treatment and healthcare mission as well as raise the  quality of hi-tech centers to serve both Vietnamese and foreign patients.

In addition, these hospitals ought to ensure benefits of insured patients, beneficiaries of top welfare, poor patients during treatment procedure.

Hospital managers can decide its scale to satisfy patients’ demand and can formulate its own plan provided that it parallels with the Ministry’s regulations and hospitals’ condition.

These hospitals are required to establish a managing board and present director is appointed to be chairman of the managing board cum director in two years.  

During two years of trial, the managing board can re-structure hospital wards by merging wards, separating wards, transferring doctors from wards to wards.

Concerning prices of medical services, hospitals ought to follow the Ministry’s prices for those paying  for services and insured patients. Hospitals must publicize prices of medical services.

The resolution took effect from May 19, 2019./.
