The conference is aimed at reassessing the enrolment status of universities and colleges in 2006 and put forth solutions to deal with shortcomings and wrongdoings; reassessing the five years of implementing the plan to improve tertiary educational enrolment (2002-2006); and announcing the “three-universal” approach:  Universal introduction of new changes to the new enrolment plan in 2007 throughout the country; Universal examination of the same subjects nationwide starting 2008; and Universal use of secondary school academic records for admissions to universities, colleges and technical junior colleges.

Changes in the enrolment system to be effective in 2007 are abandoning the direct recruitment of 12th graders who win national academic prizes and using yes-or-no tests on Foreign Languages, Physics, Chemistry and Biology for school leaving and universities and colleges entrance exams.

Regarding enrolment quotas, in 2007, the MET will issue new enrolment criteria for each university or college based on their registered admissions and by the training institution’s facility, teachers’ skill and qualification, demand of various economic sectors and provinces, and training course.
