Under a MoU signed by the People's Committee of Ninh Thuận and Monitor, the project will finish in December 2009, targeting to assess the province’s economic realities and investment climate; propose development strategy (on infrastructure, growth forecast, and capital demand); and design strategies on drawing foreign sponsors and investors.

It was reported that the US $2.3-million project chiefly attaches attention to the development of the coastal areas stretching over 100 km and the Phan Rang-Tháp Chàm urban quarter in the province.

Earlier, the Government chief on July 16 gave nod to the People's Committee of Ninh Thuận to employ foreign consultants who will assist the province to work out the master plan on socio-economic development to 2020; the planning scheme for the coastal area; and the master plan on Phan Rang-Tháp Chàm City to 2025 with visions toward 2050.
