Điện Biên speeds up rural development

VGP - The northern mountainous province of Điện Biên has completed outlining a plan to build the new model of rural development in the commune of Thanh Chăn in the period of 2009-2011.

The plan, expected to be approved in late August, will accelerate local economic restructuring, increase the capability of communal cadres, and reinforce socio-political organizations there, said Ms. Lò Mai Trinh, Secretary of the Provincial Party Committee.

The model will help the commune lower its poverty rate to below 10% by 2011, raise the percentage of trained rural labor-force to over 30%, bring better public services to local residents, and provide them with updated information about markets, prices, diseases and other fields so that they can minimize risks and harvest more fruits.

To implement the plan, Điện Biên will focus on adjusting land use planning, developing transport, healthcare, education and irrigation, and fostering agricultural cultivation, husbandry, tourism and services in Thanh Chăn.

Thanh Chăn is one of 11 communes nationwide to be selected to pilot the new rural development model.
