Criteria for evaluation, recognition of communes, wards fit for children

VGP – The Government has issued a decision that lists 13 criteria for evaluation of communes and wards fit for children following a proposal of the Ministry of Labor, Invalids and Social Affairs.

The evaluation criteria are:

(i) Resources for implementation of rights of children;

(ii) Birth declaration in accordance with legal regulations

(iii) Child abuse

(iv) Children violating law/with drug addiction

(v) Children injured/dead in accidents

(vi) Children assisted in special circumstances

(vii) Vaccination for children under one-year old under National Expanded Program on Immunization

(viii) Malnutrition (underweight and stunting) among under five-year-old children

(ix) Periodical medical checks for children

(x) Kindergarten enrollment

(xi) Children’s participation rights

(xii) Entertainment, cultural, sport activities for children

(xiii) Satisfaction rate of children and citizens on implementation of rights of children

Recognition of communes/wards fit for children

Total points of each criterion vary from 50-125, according to the decision.

A commune/ward will be recognized as being fit for children if it achieves all the 13 criteria, total points of each criterion must be above zero.

In addition, wards in centrally-run cities need to score  a total of at least 900 points.

Meanwhile, communes, wards and townships in mountainous localities/islands and in especially disadvantaged areas as early decided by the Government must score at least 800 points.

For other communes and wards not mentioned in the above paragraph shall have to score at least 850 points./.
