Foreign-issued driving licenses changed to equivalent in VN

VNGOP - Valid driving licenses, granted in other countries, can be converted into the equivalent issued by Việt Nam.

Question (Mr. Phạm Quang Mạnh, No 54, Alley 40, Lạch Tray Street, Hải Phòng): During my working stay in Myanmar, I acquired a driving license, grade C. Can I change it into the equivalent of Việt Nam? What are the procedures?

Answer (Road Administration, Ministry of Transport): Under the Regulations on management, examination and issuance of driving licenses for power-driven vehicles issued by the Ministry of Transport on November 7, 2007, Item 5 of Article 20 in Charter IV stipulates that "Foreigners or Vietnamese nationals residing abroad, possessing a driving license which is not granted by a Vietnamese agency, must change it into the equivalent of Việt Nam if they want to drive vehicles in Việt Nam".

According to Section I, Point 3.2 of Document 119/CĐBVN-QLPTNL issued by the Việt Nam Road Administration on January 09, 2008:

Vietnamese people (bearing Vietnamese nationality) who can acquire national or international driving licenses in other countries have the right to convert their licenses into the equivalent of Việt Nam. The application documents for changing driving license include:

a) An application for changing driving license (form), confirmed by the organization/agency they are working for or the local authority where they are working;

b) A copy of passport (number, validity, name, photo and visa page for their entry into Việt Nam);

c) A Vietnamese translation of the foreign-granted driving license and a replica of the driving license, both guaranteed and sealed by the State Notary Public;

d) Health certificate granted by a competent clinic (in the current form issued by the Ministry of Health), valid within 1 year since its date of issuance to the time of submission of the application documents;

đ) 03 color passport photos

e) On handling over the documents, the applicant must present their passport and foreign-granted driving license.
