RESOLUTION

THE GOVERNMENT’S REGULAR MEETING – AUGUST 2018

THE GOVERNMENT

Pursuant to the Law on Organization of the Government dated June 19, 2015;

Pursuant to the Government’s Decree No. 138/2016/ND-CP dated October 01, 2016 promulgating the working regulation of the Government;

Based on the discussion of the delegates and the conclusion of the Prime Minister at the Government’s regular meeting in August 2018, held on August 30, 2018,

DECIDES

1. Regarding the draft Law on Tax Administration (revised)

The Ministry of Finance shall urgently assume the prime responsibility for and coordinate with the Ministry of Justice, the Government Office and concerned ministries and agencies in collecting comments of the Government members, the Ministry of Justice's evaluation opinions, and the Government Office's appraisal comments to finalize the draft Law on Tax Administration (revised). The Minister of Finance shall be authorized by the Prime Minister to act on behalf of the Government to report the draft Law to the National Assembly Standing Committee and the National Assembly.

2. Regarding the proposal for the drafting of a Law amending and supplementing a number of articles of the Law on Organization of the Government and the Law on Organization of Local Administration; the proposal for the drafting of a Law amending and supplementing a number of articles of the Law on Cadres and Civil Servants

In principle, the Government agreed to approve policies in the proposal for the drafting of a Law amending and supplementing a number of articles of the Law on Organization of the Government and the Law on Organization of Local Administration; and the proposal for the drafting of a Law amending and supplementing a number of articles of the Law on Cadres and Civil Servants.

The Ministry of Home Affairs shall assume the prime responsibility for, and coordinate with the concerned ministries and agencies in collecting comments of the Government members, the Ministry of Justice's evaluation opinions and the Government Office's appraisal comments to finalize policy proposals in the development of the draft Law amending and supplementing a number of articles of the Law on Organization of the Government and the Law on Organization of Local Administration, and the draft Law amending and supplementing a number of articles of the Law on Cadres and Civil Servants. The Ministry of Home Affairs shall coordinate with the Ministry of Justice in compiling reports and dossiers, and reporting to the Prime Minister before submitting to the National Assembly Standing Committee the proposal on the supplementation of these two draft Laws into the Law- and Ordinance-making program in 2019. These shall then be submitted to the National Assembly for review and approval at its two sessions in 2019.

3. Regarding the promulgation progress of detailing legal documents; the promulgation progress of documents to streamline business conditions and specialized examination procedures; and inspection results of the Prime Minister's Working Group in August 2018

a) Regarding the promulgation progress of detailing legal documents:

- Ministries and the ministerial-level agencies shall concentrate their resources and take measures to accelerate the elaboration and submission of detailing legal documents, in particular the finalization and submission of draft detailing legal documents which remained pending.

 

- The Ministry of Justice and the Government Office shall promptly advise the Government and the Prime Minister on solutions to address problems in this task.

b) Regarding the promulgation progress of documents to streamline business conditions and specialized inspection procedures:

- The specialized ministries managing business conditions shall promptly elaborate, finalize, submit to obtain approval for promulgation or, according to their competence, promulgate documents related to specialized inspection requirements and business conditions as directed by the Prime Minister in Directive No. 20/CT-TTg dated July 13, 2018, not to generate any additional administrative procedures related to specialized inspection and business conditions.

- The Ministry of Justice shall propose measures to strictly control the formulation and promulgation of Circulars of ministries and ministerial-level agencies, ensuring that no administrative procedures will arise, especially procedures related to specialized inspection and business conditions. The Ministry of Justice shall report to the Prime Minister in September 2018.

c) Regarding the performance of assigned tasks:

- The Working Group shall continue to monitor, urge and inspect the performance of tasks assigned by the Government and the Prime Minister to ministries, agencies and localities. Attention shall be paid to examining and urging the elaboration and promulgation of documents detailing the equitization of State enterprises; and reporting them to the Government at its regular meetings.

- Ministries, agencies and localities were requested to be more active in implementing assigned tasks; promptly elaborate and submit projects in the Working Program of the Government and the Prime Minister, ensuring the their progress and quality.

- Ministries, agencies and localities that were inspected in August 2018 shall strictly adopt recommendations of the Working Group.

4. Regarding the draft Decree prescribing the use of public assets for payment to investors when implementing Build-Transfer (BT) investment projects or construction of works

The Ministry of Planning and Investment shall assume the prime responsibility for, and coordinate with the Ministry of Finance, the Ministry of Natural Resources and Environment and the Ministry of Justice, and relevant agencies in reviewing and evaluating BT projects' implementation in the past time. Based on the evaluation results, the Ministry shall study, amend and supplement to related policies, especially policies on the selection of investors, and the process of land allocation or land lease to clearly determine the cases subject to bidding requirements to prevent losses to the State budget and ensure the efficient use of land resources for the country's socio-economic development objectives.

The Ministry of Finance shall scrutinize the relevant legal provisions, closely coordinate with the Ministry of Natural Resources and Environment, the Ministry of Planning and Investment, the Ministry of Justice and the State Audit Office of Viet Nam to finalize the draft Decree promulgating the use of public assets for payment to investors when implementing BT projects, ensuring transparency and openness in public bidding or auction, and that proper land use value is used in calculating payments for BT projects in accordance with the Law on Land, in which land valuation must be approved by an Evaluation Council.

For the time that this Decree has not yet been promulgated and has not yet come into force, the Ministry of Finance shall have to promptly study and report to the Prime Minister solutions to handling legal gaps from the effective date of the Law on Management and Use Public Assets so as not to affect ongoing projects, especially BT projects for which contracts have already been signed.

5. Regarding the handling of subsidy allowances for people with meritorious services, who received their allowances in contravention of regulations

The Government agreed with the proposal of the Ministry of Labor, Invalids and Social Affairs in Report No. 153/TTr-LDTBXH dated August 28, 2018, not to recover subsidy allowances for dead people with meritorious services to the Revolution, who received their allowance in contravention of regulations. For other cases, the provincial-level People's Committee Chairmen shall recover the subsidy allowances in contravention of regulations and remit them into the state budget. It was requested to review the responsibilities of organizations, units and individuals for their mistakes and strictly handle them according to the provisions of law.

6. Regarding the socio-economic situation in August and the first 8 months of 2018; the implementation of Resolution No. 01/NQ-CP dated January 1, 2018

The Government unanimously assessed that the socio-economic situation in August and the first 8 months of 2018 continued to record numerous positive achievements. The macroeconomy was stable. Inflation was kept under controlled. The major balances of the economy were guaranteed. Exports increased by 14.5%. Trade balance surplus totalled US$2.8 billion. Foreign direct investment also improved. Disbursement of development investment capital was relatively good. Agricultural production was stable and fisheries production in 8 months increased by 5.8%. The industrial and service sectors continued to maintain growth momentum. Total retail sales of goods and services increased by 11.2%. The business environment continued to improve. The administrative procedure reform was executed vigorously and comprehensively, contributing to creating market confidence and favourable conditions for enterprises to develop. Efforts were made to step up the application of information technology, the development of e-government, quality and efficiency improvement of the operation of state agencies serving the people and enterprises. Linkage activities of innovation networks were strengthened. Due attention was paid to social policies. Sports recorded many outstanding achievements. Due attention was paid to information and propaganda activities, especially activities to celebrate the 73rd anniversary of the August Revolution and the National Day on September 2. Foreign affairs and economic diplomacy were effectively implemented. Political security was upheld; social order was maintained.

However, prices of some basic commodities and crude oil prices in the world tended to increase, which was accompanied with the requirement to adopt a market price roadmap for some goods and services, as well as policies to manage exchange rates, interest rates, etc. and psychological factors in response to fluctuations in the international market, which will put additional pressure on inflation control. The central and provincial budget revenues were still lower than the estimates. The restructuring and equitization of State-owned enterprises and the divestment of state capital remained slow. Business management was sluggish in renovating. Production efficiency was not high enough. The restructuring of a number of poor investment projects of SOEs remained slow. Business operation of small and medium enterprises still had to face with many difficulties and challenges. A number of pressing social issues still existed in some sectors, fields and localities. Natural disasters, storms and floods recorded abnormal developments, causing serious damage to the people and properties, critically affecting production and business activities, especially agricultural production.

In the last months of 2018, the Government requested ministries, agencies and localities not to be subjective, stick to the requirements and practical situation, foster administrative order and discipline, upraise responsibilities of the heads, organize the drastic and synchronous application of the tasks and solutions set out in the Resolutions of the Party, the National Assembly, the Government, especially Resolutions No. 01/NQ-CP, 19-2018/NQ-CP, 35/NQ-CP attached with urging, inspecting and speeding up the completion of their assigned tasks. Attention should be paid to the implementation of the following key contents:

- The Ministries of Planning and Investment, Finance, Industry and Trade, the State Bank of Viet Nam shall regularly monitor developments in the international and domestic situation to provide solutions to areas with development potential; coordinate to manage macro-economic policies in a flexible and effective manner, to cope with adverse impacts of the world economy, contributing to inflation control and macroeconomic stabilization.

- The Steering Committee on Price Management shall closely monitor the market price of essential commodities and promptly handle problems arising in case of abnormal fluctuations in the market.

- The State Bank of Viet Nam shall continue to govern prudent and flexible monetary policy, provide reasonable liquidity for credit institutions, and strictly control credit in the real estate sector. Attention shall be paid to strengthening the inspection and supervision of banking activities, ensuring the system safety. The State Bank of Viet Nam shall continue stepping up the implementation of the scheme on restructuring of the system of credit institutions in association with bad debt handling in the 2016-2020 period. The State Bank of Viet Nam shall ensure the quality of services and safety of electronic payment and card payment.

- The Ministry of Planning and Investment shall report to the Prime Minister on the review of procedures related to public investment and concentrate on completing procedures for handing over the remaining unallocated capital of the 2018 public investment plan; Review the disbursement progress of projects, especially ODA projects; Report to the Prime Minister in September 2018 the disbursement progress of public investment capital of each ministry, sector and province and propose concrete measures to accelerate disbursement rate in the last months of the year. The Ministry of Planning and Investment shall coordinate with the Ministry of Finance in reviewing the need for using public investment capital of ministries, sectors and provinces, and the feasibility to mobilize capital resources from the annual Government bonds to meet capital demand and assign appropriate plans to relevant agencies. The Ministry of Planning and Investment shall expeditiously complete and submit to the Prime Minister a Resolution stipulating functions and tasks of the State Capital Management Committee in September 2018.

- Ministries, sectors and provinces shall, according to their competence, adjust or report to the Prime Minister and concurrently send to the Ministry of Planning and Investment the adjusted capital plans of slow-disbursed projects and projects with additional capital demand to accelerate disbursement rate. Ministries, sectors and provinces shall expeditiously approve financial reports as the foundation for the disbursement of all capital to bidders according to regulations. Direction shall be given to construction contractors to accelerate the completion of projects and works. It was requested to urgently complete payment dossiers for the completed projects and works, review and accelerate the completion of approval procedures of new projects’ designs, cost estimates and bidding process. Ministries, sectors and provinces shall step up the restructuring, equitization, and divestment of State-owned enterprises according to approved plans.

- The Ministry of Finance shall strictly adhere to the state financial and budgetary discipline, closely control the State budget from estimation to management, execution and settlement; concentrate on combating tax losses, tax arrears and price transfer, closely coordinate with provinces, striving to exceed the State budget revenue estimates; strictly control expenditures, save money and fight wastefulness, especially spending on public assets and meetings, striving to reduce the state budget deficit to below 3.7% of GDP. It was requested to actively issue government bonds with diversified terms, mobilization channels, suitable with payment and disbursement requirements, and market movements. Application of electronic tax invoices shall be promoted. Attention shall be paid to reforming and simplifying administrative procedures in the customs domain in compliance with international standards. The Ministry of Finance shall enhance the management, inspection, detection and strict handling of cases of smuggling, trade fraud and fake goods production and trading.

- The Ministry of Industry and Trade shall concentrate on directing the development of industrial production towards promoting deep manufacturing and applying high technologies, step by step creating national brand products competitive in the global value chain; complete key projects and works of the sector to increase production capacity; organize a national conference to promote supporting industries in September 2018. The Ministry of Industry and Trade shall assume the prime responsibility for and coordinate with ministries, sectors and provinces in reviewing, evaluating and reporting on the implementation of trade agreements, especially with large trading partners, proposing specific solutions for sustainable trade development. The Ministry shall take initiative in developing connection and distribution channels of Viet Nam’s goods; expanding export markets, especially markets for agricultural products as soon as possible.

- The Ministry of Agriculture and Rural Development shall closely monitor the weather situation, take initiative in developing plans on natural disaster prevention and warnings of floods and landslides, especially in the Mekong River Delta and North-Central Viet Nam. The Ministry shall urgently consolidate data on damages, propose and adopt measures to help the people stabilize their life and restore production in localities damaged by floods; review and perfect strategies, plannings and plans of the sector, paying attention to the sale of farm produces and ensuring the interests of farmers. The Ministry shall improve the system capacity for testing, verifying and inspecting quality of food safety and hygiene of agricultural products; strictly adopt measures to monitor and prevent illegal, unreported, and unregulated fishing in contravention of EU regulations; actively deploy measures to prevent and combat epidemics on livestock, especially to prevent the African Swine Fever disease from entering Viet Nam; and prepare well for the Conference on free migration and the Conference on agricultural restructuring.

- The Ministry of Transport shall promptly complete investment procedures for the implementation of national key projects on transportation, such as the Project on Long Thanh International Airport, the Expansion Plan of Tan Son Nhat International Airport, the North-South Expressway, the North-South High-speed Railway Project, etc., and coordinate to ensure traffic order and safety.

- The Ministry of Labor, Invalids and Social Affairs shall continue to deploy good social security policies on employment and poverty reduction; coordinate with the Central Committee of the Viet Nam Fatherland Front to launch Month of Action for the poor; coordinate with the Central Committee of the Viet Nam Fatherland Front and the Central Steering Committee for National Target Programs in the 2016-2020 period and the Viet Nam Television to organize a nationwide program to mobilize national joint efforts to support the poor – not to leave anyone behind in 2018.

- The Ministry of Culture, Sports and Tourism shall continue accelerate the execution of tasks and solutions to develop tourism into a spearhead economic sector, striving to reach over 15 million international arrivals in 2018. Comprehensive solutions shall be adopted to continue to foster high-achievement sports.

- The Ministry of Education and Training shall prepare the conditions for the 2018 – 2019 academic year; coordinate with the Ministry of Home Affairs and localities in reviewing, arranging and ensuring sufficient number of teachers so that there is no shortage of teachers. Localities shall allocate adequate funds for investment in school and classroom facilities, teaching and learning equipment, renovation of toilets and clean water supply works in schools. Special attention shall be given to ethnic minority, border and island areas. The Ministry of Education and Training shall  urgently promulgate a new general education curriculum, including a comprehensive curriculum and specific subject curricula.

- The Ministry of Health shall intensify the prevention and fight against epidemics, especially after the rainy and flood season; continue adopting solutions to improve the quality of medical examination and treatment in service of the people; strengthen coordination with relevant ministries, agencies and associations to control and ensure food hygiene and safety.

- The Ministry of Public Security shall take initiative in following up with the situation, promptly detecting, preventing and effectively fighting against demolition activities of hostile forces, reactionaries and activities of crimes, ensuring absolute safety for the WEF on ASEAN 2018 in Viet Nam; and strictly and synchronously implementing measures to ensure traffic order and safety, prevent and fight against fire and explosion.

- The Ministry of Defence shall enhance national defence, closely follow up with the regional and international situation and developments in the East Sea; consult and propose recommendations and response plans to timely deal with new situations; avoid being passive.

- The Ministry of Foreign Affairs shall prepare carefully for external activities of the Party and State leaders until the end of 2018; co-ordinate with ministries and sectors to well organize the WEF-ASEAN 2018 to achieve the best results while ensuring safety, economy and efficiency.

- The Ministry of Information and Communications shall continue to strengthen the state management of the information and communication technology; promote the application and development of technology and high-tech enterprises, meeting the requirements of international development and integration; actively implement the National Program on Information Technology Application in State Agencies' Activities; coordinate with the Government Office in accelerating the development of the e-government; ensure cyber security; manage social networks in accordance with the law. The Ministry of Information and Communications shall direct to accelerate the development of 4G services, urgently study to develop a frequency planning for early deployment of 5G technology; direct press agencies to intensify the information and communication of the Party's undertakings and policies, the State's policies and regulations, as well as the direction and administration of the Government and the Prime Minister to create consensus in the society.

- Ministries and ministerial-level agencies shall, according to their assigned tasks, prepare reports, letters and documents to be submitted at the Central Conference and the sixth session of the 14th National Assembly, ensuring the quality and timeliness as per request.

7. Regarding the socio-economic situation in 2018 and the socio-economic development plan in 2019

The Ministry of Planning and Investment shall assume the prime responsibility for, and coordinate with the Ministry of Finance and concerned ministries and agencies in collecting comments of the Government members, to add new points and focus for directing of the Government and the Prime Minister; evaluate impact of the implementation of the socio-economic development tasks in 2018; identify new drivers and factors for growth and socio-economic development targets in 2019; finalize the report on socio-economic situation in 2018 and the socio-economic development plan in 2019, and report to competent agencies according to regulations. The Minister of Planning and Investment was authorized by the Prime Minister, to report on behalf of the Government to the National Assembly.

8. Regarding the mid-term review of the implementation progress of the 5-year socio-economic development plan in the 2016-2020 period

The Ministry of Planning and Investment shall assume the prime responsibility for, and coordinate with the Ministry of Finance and concerned ministries and agencies in collecting comments of the Government members, in addition to obtaining results and shortcomings in different fields, the feasibility to achieve the main targets of the 5-year socio-economic development plan; finalizing the mid-term review report on the implementation progress of the 5-year socio-economic development plan in the 2016-2020 period, and then report it to the Prime Minister before reporting to the National Assembly.

9. Regarding the the preliminary review of the 3-year implementation of the medium-term public investment plan in the 2016-2020 period

The Ministry of Planning and Investment shall assume the prime responsibility for, and coordinate with ministries, agencies and localities in collecting comments of the Government members, finalizing the report on the 3-year implementation of the medium-term public investment plan in the 2016-2020 period; reporting to the Prime Minister in September 2018 before submitting it to the National Assembly. At the same time, the Ministry of Planning and Investment shall promptly report to the Prime Minister on principles and criteria for the use of contingencies from the medium-term public investment capital and reserve for contingencies of ministries, sectors and localities before September 10, 2018. On that basis, the Ministry of Planning and Investment shall complete the guidance and instruct other ministries, sectors and localities to deploy and synthesize those information in the mid-term review report of the medium-term investment plan and submit it to the National Assembly.

The Ministry of Finance shall assume the prime responsibility for, and coordinate with the Ministry of Planning and Investment in reviewing and evaluating the implementation results of the fiscal and budgetary targets in 3 years from 2016 - 2018 and propose a plan for adjusting the medium-term state financial and budgetary plan in 5 years, adjusting the structure between recurrent and investment expenditures, the structure between the central and local budget to ensure the achievement of tasks and targets stated in the Resolution of the National Assembly on Medium-term Investment Plan for the 2016 – 2020 period, ensuring consistency between the two plans.

10. Regarding the adjusted medium-term public investment plan of foreign capital using the central budget capital in the 2016-2020 period

The Government agreed with the proposal of the Ministry of Planning and Investment on the principles and criteria for capital allocation, the supplementary level and the adjusted medium-term public investment plan using the central budget capital in the 2016 – 2020 period.

a) The Ministry of Planning and Investment shall assume the prime responsibility for, and coordinate with the Ministry of Finance in collecting comments of the Government members, assessing the disbursement feasibility of the government bonds, clarifying the calculation methods; finalizing the adjusted medium-term public investment plan for the 2016-2020 period; and reporting it to the Prime Minister before September 10, 2018. The Minister of Planning and Investment, according to its competence, shall be authorized by the Prime Minister to act on behalf of the Government to report to the National Assembly Standing Committee at the meeting in September 2018 and report to the National Assembly at its sixth session for consideration and decision, including:

- The adjusted medium-term public investment plan of foreign capital for the 2016 – 2020 period of ministries, sectors and localities according to the Ministry of Planning and Investment’s competence defined in Article 75 of the Law on Public Investment. This also includes the adjusted plan of the Ministry of Agriculture and Rural Development to provinces for joint programs/projects.

- The raise in limit to the medium-term public investment plan for the 2016-2020 period compared with the limit stipulated in Resolution No. 26/2016/QH14 was to supplement additional capital to carry out the procedures for including new projects in the list of medium-term public investment plan in accordance with the Law on Public Investment. The Government shall administer the annual plan assignment and disbursement balance between foreign capital and government bond capital so as to ensure that the total capital disbursement of medium-term public investment plan does not exceed the quotas already approved by the National Assembly.

b) The Minister of Transport and the Minister of Planning and Investment shall be assigned to, according to their assigned competence, continue improving procedures, and authorized by the Prime Minister to report to the National Assembly Standing Committee on behalf to the Government. The National Assembly shall consider and decide on the increase of total investment capital of three urban railway lines in Ha Noi and Ho Chi Minh City, the transformation of financial mechanism for expressway projects of the Viet Nam Expressway Corporation/Viet Nam Infrastructure Development and Finance Investment JSC. (VEC/VIDIFI).

c) The Ministry of Planning and Investment shall work out plans on the use and disbursement of ODA capital and preferential loans for the 2018 – 2020 period upon approval of the National Assembly; assume the prime responsibility for, and coordinate with the Government Office in reviewing petitions under the Prime Minister's competence and report them to the Prime Minister for consideration and decision.

11. Regarding the evaluation of the deployment of the state budget in 2018, and the State budget estimates in 2019

The Ministry of Finance shall collect comments of the Government members, review, update and finalize the report on the state budget deployment in 2018, the state budget estimates in 2019, and take responsibility for the implementation progress and reported data. The Minister of Finance shall be authorized by the Prime Minister to report on behalf of the Government to the National Assembly.

12. Regarding the national state financial – budgetary plan in 3 years from 2019 to 2021

The Ministry of Finance shall collect comments from the Government members, review, update and take responsibility for the data and finalize the national state financial – budgetary plan in 3 years from 2019 to 2021. The Minister of Finance shall be authorized by the Prime Minister to report on behalf of the Government to the National Assembly.

13. Regarding the review report on the 10-year implementation of the Resolution of the fourth plenary meeting of the Party Central Committee on the Viet Nam Marine Strategy to 2020

The Ministry of Natural Resources and Environment shall assume the prime responsibility for, and coordinate with the Ministry of Foreign Affairs, the Ministry of Public Security, the Ministry of Defense, the Government Office and concerned ministries and agencies in finalizing the review report on the 10-year implementation of the Resolution of the fourth plenary meeting of the Party Central Committee on the Viet Nam Marine Strategy to 2020. The Party Committee of the Ministry of Natural Resources and Environment shall report to the Party Committee of the Government before reporting to the Politburo and the Party Central Committee.

14. Regarding the recognition of martyrs who sacrificed at Gion Bam battlefield in 1946

The Government agreed with the proposal of the Ministry of Labor, Invalids and Social Affairs in Report No. 152/TTr-LDTBXH dated 28 August 2018. The Ministry of Labor, Invalids and Social Affairs was assigned to review in detail the cases for recognition of martyrs and granting of merit certificates, and submit to the Prime Minister for consideration and decision.

15. Regarding the financial restructuring of the Vinashin Finance Leasing Company (VFL) through the method of internal debt offsetting

The Government agreed with the internal debt offsetting mechanism among the three parties: the Shipbuilding Industry Corporation (SBIC), the Viet Nam Financial Shipuilding Company (VFC) and VFL proposed by the Ministry of Transport, which complies with current legislation, so that the Ministry of Transport could have a foundation to direct the restructuring plan of VFL to ensure the restructuring feasibility. It is only after the VFL restructuring plan has been approved by competent authorities in accordance with the legislation that the trilateral offsetting could come into effect.

The Ministry of Finance shall assume the prime responsibility for, and coordinate with the State Bank of Viet Nam in providing detailed guidance.

16. Regarding the draft Decree amending and supplementing a number of articles of the Decree No. 90/2014/ND-CP on the Ho Chi Minh Prize, the State Prize in Literature and Arts

The Government agreed with the proposal of the Ministry of Culture, Sports and Tourism to add a provision to the draft Decree amending and supplementing a number of articles of the Decree No. 90/2014/ND-CP on the Ho Chi Minh Prize, the State Prize in Literature and Arts. The supplementary provision stipulates that the State Council shall consider the proposal of the Chairman of the State-level specialized council and vote on literary and artistic works that have a great and long-lasting effect in the social life but have not yet reached the prescribed percentage of votes. The Decree will then be submitted it to the Prime Minister for consideration and decision.

The Ministry of Culture, Sports and Tourism shall promptly complete the draft Decree and submit it to the Prime Minister for signing./.
