Accordingly, some goals of the strategy have been amended. Specifically, the strategy sets a target of making the literacy rate for females aged between 15-60 equal to that for males (98%) by 2020. The literacy rate is adjusted to 94% for 14 disadvantaged provinces and 90% among the ethnic minority communities.

Under the strategy, there will be at least two communication categories on gender equality on the grassroot information systems in communes, wards and townlets in 2020. In addition, by 2020, at least 50% of the victims of domestic violence are detected and offered with psychological and legal advice, and healthcare support at the support establishments for victims of domestic violence.

The decision also revises and supplements a number of major solutions to implement the strategy, including the building, approval and implementation of the planning work associated with the arrangement, use, assessment, training, and compensation of female public officials and servants to the all-level management posts in state agencies and organizations.

It also suggests enhancing capacity for female public officials and servants, aiming to facilitate women’s involvement in leadership positions and people-elected agencies, especially young female leaders and female ethnic minority leaders.

Under the revised strategy, gender will be integrated in policies, programs and plans on education, training and vocational education, while communications on gender and gender equality will be accelerated on public means of media as well as via the grassroot information network.
