Accordingly, the WB may help the Vietnamese Government design a suitable mechanism to allocate risks in launching infrastructure projects, assist the nation in the preparation process of the projects and mobilize Official Development Assistance (ODA) for some roads on North-South Expressway as well as attract private capital in form of public–private partnership (PPP).

Mr. Ousmane Dione supposed that the Vietnamese Government should implement guaranty on revenues and rate exchange for investors, which manifests that the State shares risks with investors.

The WB working group exchanged with the Deputy PM, representatives of the Ministry of Transport and other ministries and agencies measures to mobilize resources and operate North-South Expressway effectively.

Deputy PM Dung hailed the role and support of the WB in developing infrastructures and enhancing socio-economic development to create a foundation for sustainable development in Viet Nam.

He asserted that investment in infrastructure is the responsibility of the State, consenting with initiatives of the WB on sharing risks with investors to improve the quality of projects and the effectiveness of investment capital.

The Deputy PM expected that WB specialists will closely join hands with the Vietnamese functional agencies in establishing a draft law on PPP.

He proposed the WB continue researching the special inland waterway transport in the Mekong Delta, urban railways and support Viet Nam in investing in the North–South express railway.
