The Government chief was speaking on December 28 in Ha Noi at the video-conference with other localities with the participation of Party General Secretary Nguyen Phu Trong, State President Tran Dai Quang, and National Assembly Chairwoman Nguyen Thi Kim Ngan.

Addressing the event, PM Phuc recalled difficulties and challenges in socio-economic performance in 2017. However, under the leadership of the Party and the whole political system, solid confidence of people and businesses, the Government was determined to achieve the high preset norms set by the National Assembly. So far, socio-economic achievements have been comprehensive. GDP growth pace hit 6.8%, the highest level over the past years.

Noticeably, the growth rate was recorded, however, the mining sector suffered a 7.1% drop.

The macro-economy was more stable. The business and investment environment, competitiveness competence, and innovative index were improved.

As the host of APEC 2017, Viet Nam succeeded in accomplishing the mission. 2017 was the first year that administrative disciplines were exercised and the State apparatus     saw the exposure of a number of large-scale corruption, thus regaining people’s confidence.

PM Phuc attributed the outcomes to the efforts of the whole political system under the Party’s leadership, as well as of people and businesses.

Restructuring apparatus working performance

PM Phuc stressed that it was necessary to look at shortcomings and limitations, including slow economic restructuring and  transformation of growth model, low and unsustainable growth pace and labor productivity. The number of newly-established enterprises increased sharply but their scales and efficiency remained low. The connectivity between the domestic and FDI sectors was limited. The settlement of non-performing loans (NPLs) and the equtization of State SOEs were slow.

The Government leader noticed the importance of ‘human factor.’ It is necessary to reshuffle the contingent of staff, working performance of the State apparatus; develop learning culture and open spirit, creativity, and individual responsibility.

Ten-word motto for 2018

In 2018 and towards 2021, PM Phuc stressed the importance of making full use of the development trend attained in 2017 to develop socio-economic programs in a comprehensive manner and push up the economic reform. The spirit is presented in a ten-word motto of the Government as follow “Discipline, integrity, action, creativity, and efficiency.”

The Government wants continued and stronger efforts to surpass this year’s achievements. In 2018, it is necessary to optimize the growth momentum of 2017, promote a comprehensive socio-economic development program and boost economic reforms./.
