According to the Decision, by 2010, there must develop advanced bio-technologies at home and mass production of enzymes, micro-organisms, and bio-chemical catalysts for processing industries to produce high-quality processed food and consumer goods for domestic consumption and export.
During the period of 2011-2015, state-of-the-art bio-technologies will be approached, mastered and developed quickly for extensive use in processing industries to create new breeds of microorganisms of high-quality, and powerful fermentation for mass production; and produce coenzymes. A fair market will be established for products and services of processing industries. Bio-technology is expected to share 20-25% of the total technological contribution to the added value of the processed product, reaching 40% by 2020.
The State budget grant for the Plant implementation to 2015 is estimated at VND 500 billion (about VND 50 billion per year), mainly spent on basic research. P projects (pilot production) are each allowed to get back 60% of the total expense.
