Gov't issues plan to implement Law on management of weapons, explosives

VGP – The PM has issued a plan in regards to the implementation of the Law on Management and Use of Weapons, Explosives and Supportive Tools.

The purpose of the plan is to identify the responsibility and assign specific tasks to ministries, sectors and provincial-level People’s Committees, aiming to ensure the timely, synchronous, consistent and effective execution of the Law, as well as ensure the close coordination between ministries, sectors, relevant agencies and provincial-level People’s Committees in organizing the implementation of the Law on a national scale.

Under the plan, in the second and third quarters of 2018, the Ministry of Public Security will hold a conference to launch the execution of the Law. In 2018 and the following years, ministries, sectors and provincial-level People’s Committees are responsible for collaborating with relevant ministries and sectors in order to disseminate the Law and issue documents detailing the implementation of the Law in their respective ministries, sectors and localities.  

By May 2018, some relevant ministries will work together to compile and submit to the Government a decree detailing the implementation of the Law on Management and Use of Weapons, Explosives and Supportive Tools; another decree concerning industrial explosive materials and explosive pre-substances; and a circular guiding the management and use of industrial explosives and explosive pre-substances.

The PM has requested ministries, sectors and provincial-level People’s Committees to uphold the sense of responsibility, whilst proactively and actively implementing the plan in an effective fashion, adhering to the set contents and schedule.

Ministries, sectors and provincial-level People’s Committee should devise specific roadmaps in order to ensure that the Law will be implemented uniformly, fully and synchronously throughout the country from July 1, 2018.
