VN, Finland ink IPP agreement

VGP - Representatives of the Vietnamese Ministry of Science and Technology (MOST) and the Finnish Foreign Ministry yesterday signed an agreement on the Innovation Partnership Program (IPP) to convert Việt Nam into an industrialized country in 2020.

As scheduled, the project using Finland's non-refundable aid of €3-million will last for three years from August 2009 to 2012.

The Vietnamese Government pledges a contribution of US $550,000 for the project.

The agreement's legal framework will pave the way for the recipient country to better scientific and technological innovation capacity, speed up cooperation between the State and private sector through the Optical Internetworking Forum (OIF), and combine creative networks between Việt Nam and Finland.

The IPP project will help Việt Nam fulfill its set goals to become an industrialized country by 2020 where intellectual-based economy and national innovation system will boost up socio-economic development.

Finnish Ambassador Pekka Hyvonen remarked that it is necessary for Việt Nam to diversify its intellectual-based production structure and consider this as the decisive factor for socio-economic development. He was convinced that the IPP project will help change traditional modes of cooperation between the two countries./.
