Two models combined for e-Government

The second online talks of the Ministry of Information and Communications in 2008

The hot topic raised at the second online talks held by the Ministry of Information and Communications (MIC) in 2008 on February 29 is information technology (IT) application in the performance of State agencies and e-government.

Through non-concentrated model, the management and realization of IT projects will be carried out by State agencies on their demand and capacity.

Deputy Minister Hồng analyzed at the talks that, with the concentrated one, the management and implementation will be unified at the top level – central one. “All the work, from designing, application, result assessment to financial and technical management is decided at the central level” he said.

To overcome disadvantages of each model, according to the official, the Plan on IT application in operation of State agencies to 2010 (expected to be submitted to the PM for approval within the third quarter of 2008) will suggest a combination model.

He also revealed that the MIC will issue “Instructions for technical standards in IT” in March 2008.
