Many deputies agreed with reducing the marriage age of 20 to 18 as the reality shows many wed when they are under the regulated age and have to face trial. The revised regulation does not encourage early marriage, but makes it conform with civil law and international practices.

Most of deputies supported surrogacy for humanitarian purposes. It is regulated that surrogacy for humanitarian purposes must be done to the person who has close relative relationship with the wife or the husband.

The revised Law on Health Insurance maintains 52 articles in the law which took effective since 2009. Twenty articles will be amended to ensure health insurance for the whole society as the set roadmap, lift obstacles and create a stable fund for health care work in an equal and effective manner.

The revised law regulates that health insurance is compulsory as from 2014.
