RESOLUTION

The Government’s regular meeting- August 2013

    The Government on August 27-28 convened its regular meeting to discuss and decide the following issues:

    1. Reports on socio-economic performance in August and the first eight months of 2013, the implementation of Resolution No. 01/NQ-CP and Resolution No. 02/NQ-CP, the socio-economic situation in 2013 and design of the socio-economic development plan in 2014, which were presented by the Minister of Planning and Investment.   

    a. For socio-economic performance in August and the first eight months, the Government unanimously agreed that ministries, agencies and localities continued to actively launch the Resolutions of the Party and the National Assembly, the Resolution No. 01/NQ-CP and Resolution No. 02/NQ-CP and resolutions adopted at the Government’s regular meetings, directives and decisions of the Prime Minister. As a result, socio-economic performance changed positively with encouraging achievements recorded in all aspects, thus creating favorable conditions for continued growth for the rest of 2013 and for 2014. Macro-economy was relatively stable, interest rates fell and credit growth and service sector expanded, exports maintained higher growth pace than the set plan; imports of machines and equipment for production improved and trade deficit narrowed. The international payment balance was improved, guaranteeing the supply of foreign currencies. The disbursement of official development assistance (ODA) was on the rise and the amount of registered and disbursed capital of foreign direct investment (FDI) was higher than the same period in 2012. Social security and welfare policies as well as political security and social order and safety were maitained.

    However, there remain difficulties and challenges to socio-economic performance, including slower-than-expected economic recovery. Macro-economy was not really stable, inflation was still at the risk of recurrence though it has been put under control. Non-performing loans were not dealed comprehensively. Budget revenue was lower compared to the whole-year estimates. The purchasing power was still weak. The total registered capital as well as average capital scale of newly-established enterprises decreased against the same period last year. Traffic accidents were high. A number of people still faced difficulties, social evils and crimes were complicated. Hostile forces still made corrupt use of issues related to religion and human rights to increase sabotage activities at crucial zones. The global and regional situations still contained worrying signs, negatively affecting Viet Nam’s society and economy.

    To realize goals and tasks set for the year 2013, the Government asked ministries, agencies and localities to overcome difficulties, and launch synchronously measures stipulated in the  Resolution No. 01/NQ-CP and Resolution No. 02/NQ-CP, focusing on following key issues:

    - Inferior levels need to be consistent with macro-economic stabilization, inflation curbing, enhancing institutional review and keeping close watch on reality for proper regulatory activities; strictly implement the Prime Minister’s instruction on finance-baning tasks; continue with synchronously measures to accelerate production and business; restructure industries and fields in line with the Master Plan on Economic Restructuring; simplify the administrative procedures; mobilize social capital and quickly complete procedures on commitments to corresponding capital for ODA projects.

    - The State Bank of Viet Nam continues to regulate interest rates in accordance with the inflation target of 7%, boost up the credit growth as the set plan, steer the credit sources into the priority areas, deal with bad debts at credit organizations, closely control and stabilize the exchange rate and gold market.

    - Ministries, agencies and localities focus on clearance site, accelerate the progress of disbursement of capital already allocated for the year 2013, especially for crucial projects; actively carry out the Government’s Resolution on strengthening management and attraction of foreign investment.

    - The Ministry of Industry and Trade takes prime responsibility and coordinates with other ministries, agencies and localities to push up trade promotion; expand the export markets, and strive to obtain the export growth rate of 12%; support domestic market development, especially rural areas; take synchronous measures to reduce inventories, promote retail distribution system; accelerate the progress of power projects in order to guarantee supply for production and consumption. The Ministry coordinates with the Ministry of Finance to strengthen market and price management; supervise, control, detect and seriously fine acts of trading and transporting illegal, fake, low-quality goods, commercial fraud and violations of legal regulations on price.

    - The Ministry of Agriculture and Rural Development and other localities focus on beefing up the program on restructuring agriculture; do research into plants used as materials for production, especially breeding food for gradually replacement of imported ones; produce new high-quality seeds to increase the value of exported rice; establish models of connection and effective cooperation in agriculture in order to reduce production cost and increase the competitiveness; overcome obstacles in temporary import for re-export procedures for input materials for production of aquaculture exports; prevent and control cattle and plant diseases; timely overcome and mitigate the consequences caused by natural calamities and diseases

    - The Ministry of Culture, Sports and Tourism and other localities need to care about developing tourist models, products and services to lure domestic and international arrivals; enhance checks, detect and deal with wrongdoings at tourist sites; preserve and prmote the national cultural identities.   

    - The Ministry of Labor, Invalids and Social Affair coordinates with provincial and centrally-governed People’s Committees to keep close watch on people’s life in order to provide necessary assistance for them; review the current social pension regulations for policy beneficiaries and the elderly for proper amendments and supplements; take timely measures to guarantee the labor supply for production, especially at industrial zones.

    - The Ministry of Health focuses on preventing and controlling the outbreaks of human diseases; coordinates with local authorities to check the observation of regulations on health prices; gradually improves the quality of health treatment and examination; strengthens preventive healthcare and medical checks, particularly at border areas and border gates.

- The Ministries of Public Security and Transport and other localities continue to implement the directives of the Prime Minister on guaranteeing traffic safety and order; mobilize all the forces and facilities to patrol, supervise and deal with violations of traffic safety and order, prevent serious traffic jams in key traffic axes and big cities.

    - The Ministries of Public Security and National Defense take prime responsibility and cooperate with relevant agencies and local authorities to actively prevent and deal with activities of reactionaries and hostile forces, ensure political security, especially at crucial, border and coastal zones; launch plans to crack down on criminals, guarantee social safety and order; strengthen management of weapons, explosive and support tools; deploy measures to prevent conflagrations and explosions on special festive days.

    - Ministries, agencies and localities speed up the realization of the Master plan to simplify administrative procedures, citizenship papers and the database related to population management in the 2013-2020 period; quickly shape the missions, structural organization and personnel for units in charge of controlling administrative procedures in accordance with the Prime Minister’s Directive No. 15/CT-TTg dated on July 5, 2013; seriously send reports regarding the enforcement of laws and ordinances to the Ministry of Justice; promulgate documents detailing the realization of laws and ordinances approved by the National Assembly and the National Assembly Standing Committee since the beginning of the Legislature’s tenure to July 2013, then make a general report and submit it to the 6th working session of the 13th National Assembly.

    Ministers and heads of agencies strictly implement the Resolution 96/NQ-CP adopted at the Government’s regular meeting in July 2013 and the Resolution No. 101/NQ-CP on law formulation; continue to carry out the program on building laws and ordinances, promulgate documents detailing the implementation of approved laws and ordinances, especially decrees on detailed implementation of the Law on Handling Administrative Violations.

    - All inferior levels strictly implement administrative disciplines enshrined in the Government’s Working Regulation and maintain close relations with the Party and National Assembly agencies; focus on realizing social welfare policies, create jobs and deploy policies in favor of the unemployed, reduce poverty and improve quality of life for the poor and ethnic minorities.

    - The Ministry of Information and Communications directs information dissemination, promotes the colossal strength of the whole political system, people and business community to realize the socio-economic development targets set for 2013.

    b. For the socio-economic situation in 2013 and proposed socio-economic development plan in 2014 presented by the Minister of Planning and Investment, the Government decided:

    Based on the situation in August and the first eight months of 2013, estimated results in nine months of 2013 and the whole year, global and economic forecasts, the major indexes for 2014 will include the GDP growth rate of 5.8%, the consumer price index at 7%, the total export turnover up 10% against 2013. The State budget will be reasonably adjusted in combination with the calculation of the safety levels of public debts and Government’s debts before asking for the National Assembly’s approval to issue more Government bonds in comparison to the volume approved earlier by the Legislature for the 2011-2015 period in order to carry out specific projects like those facing Government bond capital shortage though they were already  allocated, to supplement corresponding capital to ODA projects, and to allocate more funds to other key projects, including the expansion of National Highways No.1 and No.14 (Central Highlands section).

    The Ministry of Planning and Investment receives comments from the Cabinet members, completes the 2013 Report on socio-economic situation and the draft the socio-economic development plan in 2014, then reports it to the the Political Bureau before submitting to the 8th Plenary session of the 11th Party Central Committee. Based on the conclusions of the 8th Plenary session of the Party Central Committee, the Ministry of Planning and Investment finalizes and reports to the Prime Minister before submitting them to the 6th working session of the 13th National Assembly.

    2. The Government discussed and commented on reports: Evaluating the implementation of the five-year socio-economic development plan from 2011-2015; results of the implementation of the plan from 2011 till now and orientations and solutions to realize set socio-economic goals till 2015; the implementation of the Resolution of the 11th Party Central Committee on socio-economic development, focusing one the three strategic breakthroughs in combination with economic restructuring and transformation of growth model, which were submitted by the Minister of Planning and Investment,  and decided:

    The Ministry of Planning and Investment collects comments from the Cabinet members to finalize the report with the orientation of stabilizing macro-economy, curbing inflation, and achieving the growth rate of some 6% in 2014 and 2015. The Ministry is responsible for analyzing and clarifying achievements gained between 2011 and 2013 and crucial solutions to be launched from now to 2015, including guaranteeing social security, accelerating and improving the quality of economic restructuring. For strategic breakthroughs, special attention needs to be focused on solutions to institutional reform, especially institutions for socialist-oriented market economy in favor of foreign investment attraction; infrastructure development requires new approach to lure foreign direct investment and mobilize the society’s resources for investment and development; human resource development needs to be done on the basis of encouraging the application of science and technology into production; improvement of education and training quality should be coupled with promulgation of policies on attraction and retention of talents.

    The Ministry of Planning and Investment reports to the Political Bureau before submitting the “Report on evaluation of the implementation of the Resolution of the 11th National Party Congress on socio-economic situation, focusing on three strategic breakthroughs attached to economic restructuring and growth model transformation” to the 8th Plenary session of the Party Central Committee.

    The Minister of Planning and Investment, assigned by the Prime Minister and on behalf of the Government, submits the “Report on evaluation of the implementation of the five year socio-economic development plan (2011-2015) to the 6th working session of the 13th National Assembly.

    3. Regarding the Project on continued re-arrangement, renovation and efficiency improvement of State-owned enterprises presented by the Minister of Planning and Investment, the Government decided:

    The Decree No. 99/2012/ND-CP dated on November 15, 2012 on assignment, decentralization of the implementation of the rights, responsibilitiesand obligations of State-owner for the State-owned enterprises and State capital in the enterprises, which has taken effect for eight months, needs more time to have a subjective and comprehensive evaluation of the management efficiency of State owner before figuring out other management models.

    The Government agreed not to submit the Project at the 8th Plenary session of the 11th Party Central committee. The Ministry of Planning and Investment takes prime responsibility and coordinates with relevant agencies to collect comments from the Cabinet members and finalize the Project in line with the spirit of the 6th Plenary session of the Party Central Committee, focusing on concretizing two crucial issues of the Project, namely the model of representative function of State ownership and proposed legal regulations on specicic issues in State-owned enterprises.

    4. For updated report on power demand and supply, solutions to ensure the supply of national electricity system in the phase 2011-2020 with consideration to 2030, presented by the Minister of Industry and Trade, the Government decided:

    Realizing the Planning scheme on national electricity development in the 2011-2016 period, the electricity demand for socio-economic development, national security and defense has been basically met. However, there is an imbalance between the supply in the North and the South. The South’s system has low level of storage which may cause a serious power shortage in 2018 and 2019. To ensure adequate electricity supply for this region and the whole nation, the Government agreed on the solutions to increase the transmission safety and capacity of the North-South 500KV line; implement some particular mechanisms and policies proposed by the Ministry of Industry and Trade to build urgent electricity projects such as the Pleiku 500KV transformer station, Long Phu, Vinh Tan 4 and Duyen Hai 3 thermo-electricity plants, which are expected to come into operation by the end of 2017.

    Localities focus on site clearance works, guaranteeing the progress of electricity plants, electricity lines and transformer stations. The Ministry of Transport ensures the progress of the first phase of Quan Chanh Bo cannel. The State Bank of Viet Nam directs commercial banks to provide enough capital for these aforesaid projects. The Ministry of Industry and Trade checks and overcomes obstacles to guarantee the progress of these projects; directs agencies, organizations and localities to practice electricity savings; finds solutions to replace old tubes with high-technology and electricity-saving ones; introduce suitable assistance policies for the poor, people with meritorious services to the nation, and ethnic minorities when applying the  regime of market-driven electricity prices.

    5. For the Report on amending the Land Law, presented by the Minister of Natural Resources, the Government decided:

    The Ministry of Natural Resources and Environment cooperates with the Office of Government, Ministry of Justice and Ministry of Foreign Affairs to collect comments from the Cabinet members, complete the law projects, especially regulations relevant to house ownership of overseas Vietnamese in accordance with the Housing Law and land prices for compensation.

    The Minister of Natural Resources and Environment, assigned by the Prime Minister, reports to the National Assembly Standing Committee.

    6.   Reports on three years (2011-2013) of implementation of National target programs, submitted by the Minister of Planning and Investment, the Government decided to: Continue investment in national target programs as planned untill 2015. After 2015, mechanisms and policies for national target programs will be reformed in the direction of only allocating budget for some major fields such as new rural construction, poverty reduction and environmental protection.

    The Minister of Planning and Investment, assigned by the Prime Minister and on behalf of the Government, reports to the National Assembly at its 6th working session.

    7. Regarding the Report on vehicle registration fees for cars with foreign and diplomatic number plates, presented by the Minister of Finance, the Government decided:

    The Minister of Finance collects comments from the Cabinet members, does research and reports it to the Government at the regular meeting in September.

    8. For Report on the implementation of the Government’s Decree No. 51/2010/ND-CP provding for goods sale and service provision invoices, which was presented by the Minister of Finance, the Government decided.

    The Minister of Finance is responsible for collecting comments from the Cabinet members, studying and submiting to the Government the amendments and supplements to some articles of the Decree No. 51/2010/ND-CP dated on May 14, 2010./.
