Gov’t enhances management of technology, machinery imports

VGP – PM Nguyen Tan Dung has issued a Directive to call for stricter management and control of technologies, devices and machines imported by enterprises.

The move was made following a spate of imported technologies, devices and machines that failed to meet businesses’ requirements due to low quality and caused environmental pollution.

Under the Directive, the Government chief asks businesses to seriously observe legal regulations on investment, bidding, trade, technology transfer, product quality, and import of machinery for production.

Specifically, the import of technologies, devices and machines must comply with the National goods import and export strategy, National science and technology development strategy, local-level socio-economic development planning, sectoral planning approved by competent agencies.

To obtain investment licenses, valid application dossiers must cover technological explanations attached with list of machines and devices and their technical specifications and parameters to be imported.

For engineering, procurement and construction contracts, technology transfer content must form a separate part which includes the list of machines and devices as well as their technical parameters, required functions, origins among others.

Importing new machines, devices and technologies

Machinery, device and technology imports must be new, according to the Directive.

In case of second-hand imports, the importers must strictly follow instructions of the Ministry of Science and Technology.

The Ministry of Planning and Investment is responsible for updating and publicizing the lists of machines, devices and technologies that are domestically developed./.
